There shall be a Community Service Director, appointed by the Township Committee with consideration of the recommendation by the Township Administrator and Business Operations and Personnel Manager.

The Community Service Director shall report directly to the Township Administrator and to the Public Works Director when seeking community service project approval.

The Community Service Director shall supervise the Bernards Township Community Service program. The incumbent is responsible for the development and implementation of operating processes and procedures, as well as for the general supervision of all community service workers and community service volunteers. Community service projects are performed after obtaining approval from the Director of Public Works.

In addition to other duties assigned by management, the Community Service Director shall:
a. 
Adhere to and conform to all procedural and work site safety guidelines developed by the Administrative Office of the Courts, Trenton, New Jersey, for the operation of the Bernards Township Community Service Program.
b. 
Maintain and implement appropriate policies and procedures for the day-to-day operation of the Bernards Township Community Service Program.
c. 
Train and supervise volunteer staff.
d. 
Identify community service projects and opportunities that will benefit the Bernards Township public at large and result in increased service offerings at minimal costs to the Township.
e. 
Priorities of the Community Service Division:
1. 
Priority No. 1: programs supporting Bernards Township departments:
(a) 
Subpriority 1: public works.
(b) 
Subpriority 2: clerical assistance.
(c) 
Subpriority 3: other projects supporting municipal staff. The Township Committee recognizes these programs as most beneficial to Bernards in terms of direct cost savings and contributions.
2. 
Priority No. 2: programs supporting Bernards Township schools: The Township Committee recognizes the indirect cost savings (value to the taxpayer) from this work and supports these programs.
f. 
Obtain approval from the Director of Public Works before commencement of all projects.
g. 
Assign available community service workers to projects based on their knowledge, skills and abilities.
h. 
Verify and track the time involved and projects served by community service workers and submit a monthly report to Municipal Judge, Administrator and Township Committee on project status and amount of time served by each community service worker.
