There is hereby established a Video Committee for the Borough of Oradell to be known as the "Video Committee of the Borough of Oradell." The Committee shall also be known as "Oradell Public Television" or "OPTV."
The Video Committee is formed in order to increase public awareness of municipal proceedings and town events through the use of the Borough's local access channel. The Committee's guiding principles are to produce informative programming; to expand residents' awareness of Borough events; to collaborate with other Borough committees and users of local Channel 77 (RDHS) on scheduling of programs and program ideas; to ensure the Committee's own competence; and to act as one organization.
A. 
The Video Committee shall consist of at least five members but not to exceed seven members. The members shall be residents of the Borough of Oradell and shall be appointed by the Mayor with the approval of the Borough Council for terms of one year, to serve without salary.
B. 
Any vacancy occurring for any reason shall be filled for the unexpired term by appointment of the Mayor.
C. 
The Video Committee shall organize annually and from its members elect a Chair.
The duties of the Video Committee shall be as follows:
A. 
The Video Committee will provide unbiased live coverage of Mayor and Council meetings and any other municipal meetings covered live or live to tape. The Committee will establish broadcast guidelines regarding televising live town meetings and review/update annually as needed.
B. 
Continue to operate and, when possible, maintain town-owned equipment necessary for transmission of live and taped meetings.
C. 
Recruit and train Committee members as necessary.
D. 
At least one Committee member will be present at all live televised events.
The Video Committee shall keep complete and accurate records of its meetings and activities and shall make an annual report to the Mayor and Council.
