The Township Committee of the Township of Rochelle
Park deems it vital to the public interest to establish a First Aid
and Emergency Squad for the general health and welfare of the community
and the Township in particular.
The Squad shall, in emergencies and when called
upon, render ambulance and first-aid service in accordance with this
chapter and with all applicable federal and state statutes, rules
and regulations and in accordance with all bylaws, rules and regulations
established hereunder.
The conduct of each member of this organization
shall be such as to bring credit to the Squad, and each member shall
carefully avoid any action or deed, on or off duty, which would bring
discredit to this organization or other members of the organization.
Any breach of this code shall be dealt with according to the disciplinary
rules contained in this chapter.
As used in this chapter, the following terms
shall have the meanings indicated:
COMMISSIONER
The member of the Committee of the Township of Rochelle Park
assigned by the Township Committee to be the Committee's representative
to the Squad.
LINE OFFICERS
The Captain. First Lieutenant and Second Lieutenant of the
Squad.
SQUAD
The First Aid and Emergency Squad of the Township of Rochelle
Park.

A. Any member
who attains 10 years of active service in good standing may be considered
for lifetime membership. To be considered a member in good standing,
the following must be achieved:
(1) Must
meet the requirements of LOSAP and/or the requirements for active
membership.
(2) Cannot
have more than two suspensions within a five-year period.
B. Any member
who retires from active service and becomes an inactive life member
shall return all appropriate Squad equipment.
C. An inactive
life member shall be eligible to attend and participate in all meetings,
but shall not vote.
D. Upon becoming
in inactive life member, the member’s badge number shall be
retired from the active service roster. This shall not apply to Badge
Nos. 1, 2 and 3.
E. Active life
membership. A life member may be considered an active member with
all privileges of regular membership by fulfilling a minimum duty
requirement of one duty shift per month. However, such life member
may not be eligible to hold the office of Captain, Lieutenant or Training
Officer.

A. All requests for leave must be submitted to the Captain in writing.
B. All requests should state the following information:
(2) Reason(s) for leave (medical, personal, student).
C. All personal leaves of absence are allowed up to six months' duration.
A member who wishes to extend his/her leave beyond six months must
submit his/her request in writing to the Squad Secretary to be brought
before the full membership for a vote.
D. All student leaves are allowed up to eight months' duration.
A member who wishes to extend his/her leave beyond eight months must
submit his/her request in writing to the Squad Secretary to be brought
before the full membership for a vote.
E. All leaves of 30 days or more require him/her to turn in their key,
pager and badge to the Captain.
F. When a member returns from a medical leave of absence he/she must
submit a written statement from their attending physician that they
are physically able to return to active duty.
G. Physical disability of a member.
(1) Any member who, by reason of injury or illness, shall become temporarily
unable to perform the duties required of a Squad member shall be placed
on inactive status. If, after a period of six months on inactive status,
the member shall remain unable to perform the duties of a Squad member,
such inability shall be deemed permanent, and the member shall be
retired from the Squad; provided, however, that, if it shall be established
to the satisfaction of the Township Committee that such disability
is not permanent, such inactive status may be continued for an additional
period of time as determined by the Township Committee.
(2) If at any time, by reason of accident or illness or otherwise, the Captain in his judgment believes that there exists a question as to whether a member is able to perform the duties of a Squad member, the Captain may instruct such member to obtain a physical examination by a physician, at the Squad's expense, for the purpose of determining the member's ability to fulfill the duties of Squad member. If the report of such examination shall show a member's inability to perform the duties of a Squad member, such member shall be placed on inactive status as provided in Subsection
G(1) above.
(3) A Squad member who contests a finding that he or she is unable to perform the duties of a Squad member by reason of disability may appeal such decision to the Township Committee in the manner provided in §
16-14.

A. Definitions. As used in this section, the following
terms shall have the meanings indicated:
BUSINESS FACILITY
A facility operated for profit which shall include, without
being limited to, a nursing home, rehabilitation center, convalescence
center, medical office, medical clinic, physician's office or hospital.
NONEMERGENCY CALL
A call received by the Rochelle Park First Aid and Emergency
Squad which requires a response by members of the Rochelle Park Ambulance
Corp. and which has been determined, by representatives of the Rochelle
Park First Aid and Emergency Squad, not to be an emergency. This shall
also include calls where, upon arrival, it is determined that transportation
has already been provided by a private service.
B. Municipal charge for services. There shall be a municipal
fee, payable to the Township of Rochelle Park, in the amount of $500
for each call determined to be a nonemergency call to any business
facility as defined herein. This fee shall be the obligation of the
owner/operator of the facility.
C. Procedure for billing. The Rochelle Park First Aid
and Emergency Squad shall submit a monthly report to the Township
Administrator which shall provide the name and address of any business
facility which has received nonemergency calls together with the number
of calls and the dates of those calls. The Township Administrator
shall, thereafter, render a monthly statement to the business facility
for the calls which are provided for pursuant to this section. The
amount of the charge shall be due and payable within 30 days of date
of billing and, thereafter, if not paid, shall incur interest charges
at a rate of 18% per year.

A. There is
hereby established a third party payment plan for emergency medical
services for the response of ambulance services and the transportation
by ambulance to hospitals or other emergency medical facilities by
the Township’s Emergency Medical Service (EMS).
B. The fees for such services shall be as set forth in Chapter
100 of the Code of the Township of Rochelle Park, relating to fees, as may be amended from time to time.
C. The Township
of Rochelle Park shall establish a billing program for such third
party payment plan for Emergency Medical Services provided by the
Township’s Emergency Medical Service (EMS).
