Editor's Note: This ordinance superseded former
Ch. 16, First Aid and Emergency Squad, adopted 6-26-1986 by Ord. No.
523, as amended.
The Township Committee of the Township of Rochelle
Park deems it vital to the public interest to establish a First Aid
and Emergency Squad for the general health and welfare of the community
and the Township in particular.
The Squad shall, in emergencies and when called
upon, render ambulance and first-aid service in accordance with this
chapter and with all applicable federal and state statutes, rules
and regulations and in accordance with all bylaws, rules and regulations
established hereunder.
The conduct of each member of this organization
shall be such as to bring credit to the Squad, and each member shall
carefully avoid any action or deed, on or off duty, which would bring
discredit to this organization or other members of the organization.
Any breach of this code shall be dealt with according to the disciplinary
rules contained in this chapter.
As used in this chapter, the following terms
shall have the meanings indicated:
The member of the Committee of the Township of Rochelle Park
assigned by the Township Committee to be the Committee's representative
to the Squad.
The Captain. First Lieutenant and Second Lieutenant of the
Squad.
The First Aid and Emergency Squad of the Township of Rochelle
Park.
A.
The Squad shall consist of no more than 40 active
members, including officers, but may include such number of additional
inactive members as may be determined by this chapter.
B.
As a condition for membership and continued membership
in the Squad, each member shall:
(1)
Be a resident of the Township of Rochelle Park or
any municipality within two miles of the border of the Township of
Rochelle Park; however, in the event that the member does not reside
within Rochelle Park or within a two-mile radius of the Township of
Rochelle Park, the member must agree to be stationed and remain at
Ambulance Headquarters or within a two-mile radius of Ambulance Headquarters
for the duration of his/her duty shift.

(2)
Be at least 18 years of age.
(3)
Be in good physical condition and be capable of carrying
safely, with another squad member, an adult weighing 175 pounds, in
a confined stairwell, on a piece of equipment normally used by the
Squad in the performance of its duties.
(4)
Be able to speak and understand the English language.
(5)
Hold a current valid New Jersey driver's license.
(6)
Be the holder of a currently dated New Jersey State
Department of Health emergency medical technician certificate (EMT).
A candidate may come on the Squad if he/she will have been enrolled
in an EMT training program within six months of joining the Squad,
but he/she must obtain the EMT card within one year of joining or
be automatically suspended until such time as this condition is met.
(7)
Successfully complete a police background check in accordance with the provisions of Chapter 27 of the Code of the Township of Rochelle Park. The results of the background check shall be submitted, by the Township Administrator, to the Captain of the First Aid and Emergency Squad for consideration in connection with an application for new membership and continued membership in the squad.

C.
All appointments to and terminations from the Squad
shall be submitted to the Township Committee for its review and approval.
A.
The administrative officers (if necessary) shall consist
of a President (who shall attain at least five years of continuous
and active service on the Squad during his/her term as President),
Vice President, Treasurer and Secretary (who shall attain at least
two years of continuous and active service on the Squad during his/her
term of office).
B.
The duties of the officers are as follows:
(1)
President: shall preside at all meetings; he/she shall
appoint all committees and be ex officio member of same. He/she shall
conduct and be responsible for all administrative business. He/she
shall be considered as official spokesman for the Squad.
(2)
Vice President: shall assume the duties of the President
in his/her absence. Should the office of President become vacant,
the Vice President shall assume the office and title of President.
(3)
Treasurer: shall be the custodian of the funds of
the Squad and shall maintain accurate records of the condition of
such funds, including receipts and disbursements.
(4)
Secretary: shall keep a true and accurate record of
the proceedings of the Squad at each meeting. The Secretary shall
answer all communications and send out all notices in a timely manner.
(5)
Corresponding Secretary: will work with the President
as needed.
C.
Should any Squad office become vacant, except for
President, as outlined above, a special election shall be held at
the next regular monthly meeting.
A.
The line officers of the Squad shall consist of a
Captain (who shall attain at least five years of continuous and active
service on the Squad during his/her term as Captain and have served
at least one year as Lieutenant), First Lieutenant and Second Lieutenant
(who shall attain at least three years of continuous and active service
on the Squad during his/her term a Lieutenant). All line officers
must be certified in Incident Command System prior to being elected
to any line office.
B.
The duties of the line officers shall be:
(1)
Captain: shall be in charge of the actual operation
of the Squad, subject to the direction of the Township Committee,
including its equipment and building, and shall be responsible for
the good order of such. He/she shall conduct drill meetings, prepare
and post all duty rosters, inspect annually the driver's license and
EMT certification of each member, report monthly to the Township Committee,
through the Commissioner, respecting the condition of all apparatus
and equipment of the Squad, the activities of the Squad and the Youth
Squad and the status of its membership, and shall provide such other
information concerning the Squad as may be requested, from time to
time, by the Commission of the Township Committee.
(2)
First Lieutenant: shall assist the Captain and, in
his/her absence, perform all of his/her duties and be in charge of
all radio equipment.
(3)
Second Lieutenant: shall assist the Captain and First
Lieutenant and, in the absence of the First Lieutenant, shall perform
all of his/her duties and be in charge of the ordering and stocking
of all medical and oxygen supplies.
C.
The Squad may create additional service officer positions,
and prescribe the duties and qualifications of such, it deems necessary
for the operation of the Squad.
A.
The election of the officers of the Squad shall take
place at the November meeting of the Squad, by closed ballot, with
no proxy voting permitted, and election to any office shall be by
a majority of the votes cast for that office.
B.
The officers so elected shall enter upon the duties
of their offices on the first day of January following their election
and shall serve for a period of one year and until their successors
are elected and qualified.
C.
Officers may be elected to succeed themselves with
no maximum service restriction.
D.
In the event of a vacancy in any office, the unexpired
term shall be filled at the next regular monthly meeting of the Squad,
and each member of the Squad shall receive written notification at
least 48 hours in advance advising of the vacancy and stating that
the same shall be filled by election at such meeting. Elections to
fill vacancies shall be by ballot in the manner described above respecting
the election of officers at the annual election.
A.
Probationary membership:
(1)
In order to be considered for probationary membership,
an individual must have successfully completed an EMT training program
and obtained an EMT certificate.
(2)
Probationary status is defined as a period of time
in which the individual will be given the opportunity to participate
in all phases and become acclimated with the operation of the Squad.
However, during this time, he/she will be permitted to ride the ambulance
only as a third or fourth member and will not be permitted to drive
the ambulance except for training purposes, unless otherwise approved
and under the discretion of a line officer.
(3)
An individual will remain on probation for a six-month
period, at which time he/she may apply to the general membership for
senior membership. With the recommendation of a line officer, a probationary
member may come off probation sooner than six months. In either case,
a majority vote of the voting members present at a regular Squad meeting
is needed to grant an individual senior membership.
(4)
Probationary members may attend all meetings, however,
they shall not be permitted to vote and will not be considered part
of a quorum.
(5)
A probationary member may be dropped from the Squad
at any time during his/her probationary period for just cause by a
majority vote of the membership present at a regular Squad meeting.
(6)
Members who have transferred from another squad shall
serve a probationary period of three months.
B.
Senior membership:
(1)
Senior members must have the knowledge and skills
necessary to provide Basic Life Support as evidenced by maintaining
certification as an EMT as recognized by the New Jersey State Department
of Health and American Heart Association certification in cardiopulmonary
resuscitation for the health-care provider.
(2)
All senior members shall comply with such additional
training requirements as established by the Squad. Failure to comply
with this section will result in immediate suspension from the Squad
until all requirements in which he/she was previously delinquent are
met.
(3)
All senior members must attend 60% of regular monthly
meetings in order to retain their senior membership status, unless
otherwise excused for just cause by the Captain of the Squad.
(4)
All active senior members shall have one vote.
(5)
All senior members are required to answer 30% of all
calls per year.
E.
Observer status:
(1)
A person may come on the Squad if he/she is currently,
or will be within six months' time, en rolled in an EMT training program
and will obtain an EMT certificate within one year of joining, or
otherwise be automatically dropped from the Squad.
(2)
An observer must be minimally certified in American
Heart Association CPR for the health-care provider.
(3)
An observer may ride on the ambulance only to observe
and may not evaluate or treat any patient with the exception of performing
CPR. However, an observer will not be allowed to ride on a call where
there already is a full crew of four members.
(4)
Observers can only respond with the ambulance and only with the Captain's
prior approval.

A.
Active members must fulfill their duty assignments
of riding one night shift each week and one weekend shift each month.
If a member cannot fulfill his/her assignment, that member must attempt
to secure a substitute and notify the Captain, other line officer
or senior crew member as to who will act as the substitute.

B.
The crews shall check the ambulances and equipment
as per schedule. A rig check sheet must be completed for every shift
and any deficiencies noted and, wherever possible, corrected.
C.
The building and vehicles must be kept clean and orderly.

A.
Any member
who attains 10 years of active service in good standing may be considered
for lifetime membership. To be considered a member in good standing,
the following must be achieved:
B.
Any member
who retires from active service and becomes an inactive life member
shall return all appropriate Squad equipment.
C.
An inactive
life member shall be eligible to attend and participate in all meetings,
but shall not vote.
D.
Upon becoming
in inactive life member, the member’s badge number shall be
retired from the active service roster. This shall not apply to Badge
Nos. 1, 2 and 3.
E.
Active life
membership. A life member may be considered an active member with
all privileges of regular membership by fulfilling a minimum duty
requirement of one duty shift per month. However, such life member
may not be eligible to hold the office of Captain, Lieutenant or Training
Officer.
A.
A quorum shall constitute the physical presence of
50% plus one of the voting membership.
B.
General meetings shall be held at least once a month,
the exact day being at the discretion of the President or Captain
of the Squad.
C.
A special meeting may be called at any time by the
President or Captain or by a written request to the President or Captain
by five qualified voting members. All members must have 36 hours written
notice of such a meeting.
D.
Any member who cannot be at a meeting for just cause
as substantiated by the Secretary, may submit a write-in ballot to
the Secretary prior to the start of the meeting.
A.
The apparatus and equipment of the Squad shall be
used only for the purpose for which it is intended and for which the
Squad is established, including training purposes, and also including
participation in parades and official ceremonies when authorized by
the Township Committee or by the Commissioner.
B.
The members of the Squad shall be responsible for
the care and operation of the apparatus and equipment and shall observe
all Squad rules and regulations regarding such operation and care.
C.
No member of the Squad shall tamper with apparatus
or equipment or fix or repair the same unless so authorized by the
Captain or, in his absence, the First Lieutenant or, in the absence
of both the Captain and First Lieutenant, the Second Lieutenant.
D.
No member under the age of 18 shall drive an ambulance.
E.
The acquisition of any apparatus or equipment, the
making of any purchase or the entering into any contract, the cost
or contract price of which, in whole or in part, is to be paid with
or out of public funds, shall be acquired, made or entered into only
in accordance with applicable law and the Township's standard purchasing
procedures.
A.
The Squad is hereby authorized and empowered to establish
rules and regulations which shall provide for the administration and
operation of the Squad and prescribe the duties and rules of conduct
of the members thereof and shall contain such other matters as are
necessary or useful for the proper functioning of the Squad. Said
rules and regulations shall not become effective until first presented
to and approved by the Township Committee.
B.
Said rules and regulations and any amendments or supplements
thereto must be accepted by 2/3 majority vote of the membership
present and voting at a meeting of the membership of the Squad. Notice
of such proposed rules and regulations and amendments or supplements
thereto shall be given, by mail, to each member at least seven days
prior to the date of such meeting.
A.
Grounds for suspension. Failure to obey a lawful order
of a line officer, insubordination to a line officer, negligence or
willfully improper misconduct in the performance of duty (including
practice drills, training sessions, inspections, emergency calls or
other squad duties) and violation of the provisions of this chapter
or any other applicable ordinance or statute or any applicable rule
or regulation adopted thereunder or of the rules and regulations of
the Squad shall constitute grounds for suspension or expulsion of
a member of the Squad.
B.
If the Captain or any other line officer has reason to believe that there are grounds for expulsion or suspension of any Squad member for any of the reasons set out in Subsection A above, he/she shall prepare a written statement of the charges against such member. If such charges are made by a line officer other than the Captain, they shall, promptly after such written statement is prepared, be delivered to the Captain.
C.
The Captain shall fix a date, time and place when
such charges shall be heard by the Disciplinary Committee (consisting
of the line officers and two senior members randomly selected on an
annual basis) and shall cause to be served upon the Squad member so
charged a written copy of the charges against him, together with a
written notice of the date, time and place when such charges shall
be heard, provided that such hearing shall be held not less than 10
days after the written charges and the written notice of hearing are
served upon the Squad member whose conduct is the subject of such
charges. The Captain shall also cause notice of such hearing to be
given to the Disciplinary Committee not less than five days prior
to the date fixed for the hearing.
D.
At the hearing to be held before the Disciplinary
Committee, the Captain or presiding officer shall announce the charges
to the Committee. The line officer who has made such charges shall
present the grounds therefor and the reasons why such charges were
made and any facts and information, including testimony by anyone
having knowledge which relates to the charges, which he/she believes
substantiates the charges. Any Squad member shall have the right to
present any information or facts which may relate thereto. The Squad
member who is charged with misconduct shall have the right to be heard
with respect to such charges and to present such information or facts
as he believes relates to the charges or his defense thereto, including
testimony of persons having knowledge or information which relates
thereto. The Squad member who is charged shall also have the right
to appear with an attorney, provided that any cost thereof shall be
at such Squad member's sole cost and expense.

E.
At the conclusion of the hearing, the Disciplinary
Committee shall vote to determine guilt or innocence of the charges
presented and, if guilty, whether the member found guilty should be
expelled from membership or suspended and, if suspended, the duration
of such suspension. Any finding of guilty and imposition of any penalty
shall require a majority vote of the Disciplinary Committee. The result
of the hearing shall, promptly thereafter, be reported to the Township
Committee by the Captain.
F.
The Captain shall have the right to suspend any member of the Squad for any of the reasons set forth in Subsection A if the Captain determines that there are reasonable grounds to believe that the member has committed one or more of the acts described in Subsection A and if he/she determines that the charges are sufficiently serious to require immediate action, provided that the Captain shall first give the member an opportunity to be heard. Following such suspension, the Captain shall forthwith prepare a written charge, which shall be forthwith served upon the member, and, if the member suspended so demands, notwithstanding the notice provisions of Subsection C, a hearing before the Disciplinary Committee shall be held, provided that such member gives written notice to the Secretary of the Squad within five days of the effective date of the suspension. The Captain shall give at least three days' written notice thereof to the Disciplinary Committee and to the Township Committee. Such trial shall take place no less than five days after the date of such notice.

G.
If any member shall be expelled or suspended from
the Squad, such member may appeal such removal or suspension to the
Township Committee. Such appeal shall be made by giving notice thereof
to the Secretary of the Squad and to the Township Clerk within 10
days after notice of such expulsion or suspension is given to such
member. The Township Committee shall hear the matter de novo and may
affirm such expulsion or suspension if it finds the member guilty,
or, if it finds the member guilty but believes the penalty imposed
to be unduly severe, it may reduce such penalty, or, if it finds the
member not guilty, it shall forthwith reinstate him/her as an active
member of the Squad.

A.
All requests for leave must be submitted to the Captain in writing.
C.
All personal leaves of absence are allowed up to six months' duration.
A member who wishes to extend his/her leave beyond six months must
submit his/her request in writing to the Squad Secretary to be brought
before the full membership for a vote.
D.
All student leaves are allowed up to eight months' duration.
A member who wishes to extend his/her leave beyond eight months must
submit his/her request in writing to the Squad Secretary to be brought
before the full membership for a vote.
E.
All leaves of 30 days or more require him/her to turn in their key,
pager and badge to the Captain.
F.
When a member returns from a medical leave of absence he/she must
submit a written statement from their attending physician that they
are physically able to return to active duty.
G.
Physical disability of a member.
(1)
Any member who, by reason of injury or illness, shall become temporarily
unable to perform the duties required of a Squad member shall be placed
on inactive status. If, after a period of six months on inactive status,
the member shall remain unable to perform the duties of a Squad member,
such inability shall be deemed permanent, and the member shall be
retired from the Squad; provided, however, that, if it shall be established
to the satisfaction of the Township Committee that such disability
is not permanent, such inactive status may be continued for an additional
period of time as determined by the Township Committee.
(2)
If at any time, by reason of accident or illness or otherwise, the Captain in his judgment believes that there exists a question as to whether a member is able to perform the duties of a Squad member, the Captain may instruct such member to obtain a physical examination by a physician, at the Squad's expense, for the purpose of determining the member's ability to fulfill the duties of Squad member. If the report of such examination shall show a member's inability to perform the duties of a Squad member, such member shall be placed on inactive status as provided in Subsection G(1) above.
A.
If at any time the Captain determines that a Squad member shall have failed or ceased to comply with the conditions for membership in the Squad as set out in § 16-5B hereof or in any other applicable ordinance, statute, rule or regulation, he/she shall so advise the Squad member and give him/her a reasonable opportunity, within the time period described by the Captain, to correct such failure or remedy such condition. In the event that such failure is not corrected or such condition is not remedied within such time period, the Captain shall suspend such member from active service until the same has been accomplished, and, if not accomplished within six months from the date of such suspension, such member shall be retired from membership in the Squad, provided that such Squad member shall have the right to demand a hearing before the Disciplinary Committee on any such decision made by the Captain, and in such event a hearing shall be held in the manner and pursuant to the notice required by § 16-14 hereof, and provided, any such action shall be subject to appeal to the Township Committee, as provided in § 16-14.
B.
It shall be the responsibility of the Captain to determine
that all Squad members comply with all applicable requirements of
federal and state law and applicable requirements of the New Jersey
State First Aid Council enacted pursuant to federal or state law with
respect to training, qualifications and certifications of Squad members,
and any Squad member who shall not have complied with any such training
qualification or certification requirement shall not be permitted
to engage in any activity of the Squad for which such training, qualification
or certification shall be required. The filing with the Township Committee
or with any other agency of all required certifications relative to
the training and qualifications of Squad members shall be the responsibility
of the Captain.
A.
Establishment and qualifications for membership.
(1)
There is hereby created and established in and for
the Township of Rochelle Park a Youth Squad for the First Aid and
Emergency Squad for the Township of Rochelle Park.
(2)
The Youth Squad shall be limited to persons between
the ages of 16 and 18 years, each of whom shall be a resident of the
Township of Rochelle Park or any municipality within two miles of
the border of the Township of Rochelle Park, in good health, as shall
be so certified by a physician licensed to practice in the State of
New Jersey.
(3)
Each applicant for Youth Squad membership shall have
the written permission therefor of his/her parent or guardian, and
such written permission shall be in such form as shall be approved
by the Captain of the First Aid and Emergency Squad for the Township
of Rochelle Park, and which written permission shall be kept as part
of the permanent record of the First Aid and Emergency Squad by the
Secretary thereof.
(4)
Members of the Youth Squad shall be insured with the
same coverage and in the same amounts provided for the regular members
of the First Aid and Emergency Squad of the Township of Rochelle Park.
B.
Rules and regulations. The rules and regulations of
the First Aid and Emergency Squad of the Township of Rochelle Park
shall be the rules and regulations to govern the activities of the
Youth Squad consistent with and in conformance with the following:
(1)
No Youth Squad member shall be required to perform
the same actual emergency duties as a member of the First Aid and
Emergency Squad.
(2)
The Captain of the Township of Rochelle Park's First
Aid and Emergency Squad shall provide for an education program for
first aid and emergency services designed to train the members of
the Youth Squad in the providing of first aid and emergency services
as authorized by this chapter and the laws of the State of New Jersey.
Such training shall be with a view toward qualifying such Youth Squad
members as qualified and certified members of the regular First Aid
and Emergency Squad of the Township of Rochelle Park.
(3)
The Captain of the First Aid and Emergency Squad may
direct advisers and training officers to assist him in the training
of the Youth Squad members.
(4)
The Captain of the First Aid and Emergency Squad shall
file reports with the governing body concerning the membership, training
and status of the Youth Squad, which reports shall be filed by the
month of January in each year.
(5)
The members of the Youth Squad shall attend emergency
services performed by the First Aid and Emergency Squad, provided
that they shall have completed their training and have been approved
by the Captain. Youth Squad members may, at the discretion of and
in the presence of a regular Squad member, assist in equipment maintenance
and inventory and may participate in training exercises scheduled
for the members of the First Aid and Emergency Squad, in the sole
discretion of the Captain thereof. No Youth Squad member shall administer
first aid and emergency service to any person in the name of or under
the auspices of the First Aid and Emergency Squad of the Township
of Rochelle Park unless authorized by an officer or senior member
present.
(6)
The Captain of the First Aid and Emergency Squad of
the Township of Rochelle Park may apply for appropriations for equipment
and training on behalf of the Youth Squad. Any equipment purchased
for such Youth Squad shall be logged and inventoried in a separate
ledger maintained by the First Aid and Emergency Squad for such purpose.
In no event shall equipment for Youth Squad members be released from
possession and control of the First Aid and Emergency Squad without
the prior written consent of the Captain or his, designated representative.
(7)
No member under the age of 18 shall operate any power-assisted
mechanical equipment of the Township of Rochelle Park First Aid and
Emergency Squad.
C.
Limitations of membership. The Youth Squad shall be
limited to not more than 20 members.
D.
Discipline of members.
(1)
All Youth Squad members shall be subject to disciplinary action by the Captain of the First Aid and Emergency Squad of the Township of Rochelle Park, and all disciplinary action taken against a member by said Captain shall be final and in the Captain's sole discretion, subject to appeal to the Township Committee as provided in § 16-14.
(2)
Infractions.
(a)
Apart from rules and regulations which may be
established by the Captain of the First Aid and Emergency Squad, youth
members who violate any of the following restrictions shall be subject
to immediate disciplinary action by the Captain:

Violation of any provision of this chapter.
[2]
Failure to obey an order or direction of a regular
First Aid and Emergency Squad member in the line of duty.
[3]
Insubordination to any regular member of the
First Aid and Emergency Squad in the line of duty.
[4]
Failure to attend mandatory training sessions,
unless specifically excused by the Captain of the First Aid and Emergency
Squad.
[5]
The commission of any act or series of acts
which tend or may tend to discredit the Youth Squad or the regular
First Aid and Emergency Squad.
[6]
Violations of any rule or regulation established
by the Captain for the Squad or by the First Aid and Emergency Squad
for the conduct of its regular members.
(b)
Disciplinary action taken by the Captain may
include suspension of the Youth Squad member for a period of not more
than 21 days or expulsion.
E.
Progression to regular membership:
(1)
Upon reaching the age of 18 years, a Youth Squad member
will become eligible to progress to regular membership of the First
Aid and Emergency Squad.
(2)
A Youth Squad member who has served at least six months
on the Youth Squad will be eligible for senior membership status upon
his/her 18th birthday, however, he/she shall remain on a six-month
driving probationary period.
F.
The Youth Squad may, if approved by the Captain of
the First Aid and Emergency Squad and the Township Committee, adopt
a Constitution and bylaws relating to the conduct of the affairs of
such Youth Squad and, subject to approval, elect a Captain, Lieutenant,
Secretary and Treasurer.

A.
BUSINESS FACILITY
NONEMERGENCY CALL
Definitions. As used in this section, the following
terms shall have the meanings indicated:
A facility operated for profit which shall include, without
being limited to, a nursing home, rehabilitation center, convalescence
center, medical office, medical clinic, physician's office or hospital.
A call received by the Rochelle Park First Aid and Emergency
Squad which requires a response by members of the Rochelle Park Ambulance
Corp. and which has been determined, by representatives of the Rochelle
Park First Aid and Emergency Squad, not to be an emergency. This shall
also include calls where, upon arrival, it is determined that transportation
has already been provided by a private service.
B.
Municipal charge for services. There shall be a municipal
fee, payable to the Township of Rochelle Park, in the amount of $500
for each call determined to be a nonemergency call to any business
facility as defined herein. This fee shall be the obligation of the
owner/operator of the facility.
C.
Procedure for billing. The Rochelle Park First Aid
and Emergency Squad shall submit a monthly report to the Township
Administrator which shall provide the name and address of any business
facility which has received nonemergency calls together with the number
of calls and the dates of those calls. The Township Administrator
shall, thereafter, render a monthly statement to the business facility
for the calls which are provided for pursuant to this section. The
amount of the charge shall be due and payable within 30 days of date
of billing and, thereafter, if not paid, shall incur interest charges
at a rate of 18% per year.

A.
There is
hereby established a third party payment plan for emergency medical
services for the response of ambulance services and the transportation
by ambulance to hospitals or other emergency medical facilities by
the Township’s Emergency Medical Service (EMS).
B.
The fees for such services shall be as set forth in Chapter 100 of the Code of the Township of Rochelle Park, relating to fees, as may be amended from time to time.
C.
The Township
of Rochelle Park shall establish a billing program for such third
party payment plan for Emergency Medical Services provided by the
Township’s Emergency Medical Service (EMS).
