Adequate lighting shall be provided to ensure safe movement of persons and vehicles and for security purposes.
Lighting shall be located along roadways, in parking areas, at intersections and where various types of circulation systems merge, intersect, or split. Stairways and sloping or rising paths shall be illuminated, along with building entrances and exits.
A. 
Roadway lighting shall be provided in accordance with a plan designed by the utility company, or using as a guideline the standards set forth by IES Lighting Handbook.
B. 
Parking lots should be given a fairly uniform lighting pattern with a design average of at least 1.0 footcandles throughout the lot. Standards upon which lights are placed should be spaced at a distance approximately equal to four times their height.
C. 
Intersecting, converging and diverging roadway areas at grade require higher illumination. The illumination in these areas should be at least equal to the sum of the illumination values provided on the roadways which form the intersection.
D. 
The lowest footcandle value at any point on the pavement should not be less than 1/3 the average value. The only exception to the requirement applies to residential roadways, where the lowest footcandle value at any point may be as low as 1/6 the average value.
E. 
Spotlights or other types of artificial lighting used to illuminate signs or building faces shall not emit beams of light that extend beyond the vertical plane of the sign or building face that they illuminate and shall not be located in such a manner as to cause the beams of light to be reflected upon any adjoining property, public street or vehicular circulation area.
F. 
The maximum intensity of illumination permitted on roadways and walkways is as follows:[1]

A. 
Illumination fixtures shall be arranged and installed to minimize glare on and into dwellings. All fixtures except incandescent fixtures of less than 100 watts shall conform with the following:
(1) 
Directional lights shall be arranged so that the illumination source is not visible from any dwelling.
(2) 
Fixtures should be shielded to restrict the maximum apex angle at the core illumination to 150º.
(3) 
Lights should not be located on buildings and aimed outward but should point toward the structures.
(4) 
Pathways, sidewalks and trails should be lit using low or mushroom-type standards. Any poles should be less than 12 feet high.
B. 
Pole-mounted lighting for roadways and parking areas should conform with the following:
(1) 
The maximum height should be in scale with the surroundings and should not exceed the maximum building height permitted.
(2) 
The standards and style of light should be consistent with the type and style of the architecture of the buildings.
