There shall be a commission to study the needs of and coordinate programs for the elderly of the City consisting of seven members, all of whom shall be electors of the City. The members shall be persons interested in the consideration and solution of the problems of the elderly.
The Commission shall study continuously the condition and needs of elderly persons in the community in relation to housing, economics, employment, health, recreational and other matters. It shall analyze the services for the elderly provided by the community, both by public and private agencies, and shall make recommendations to the Mayor and the Board of Aldermen regarding the development and integration of public and private agencies, in cooperation with state and other services to the extent possible.
A. 
The members shall be appointed by the Mayor, subject to the approval of the Board of Aldermen. They shall serve a term of two years. Four members shall constitute a quorum of the Commission.
B. 
The members of the Commission shall serve until their successors are designated and appointed.
The members of the Commission shall serve without compensation.
The Commission may organize itself in whatever manner it may determine in order to carry out to the fullest extent possible the duties set forth in § 7-38 above.
