Any person aggrieved by any order or action or denial of the Building
Inspector may appeal therefrom to the Board of Aldermen, at its next regular
meeting, and shall state the matter of complaint in writing and file the same
with the City Clerk at least 48 hours before the meeting of the Board of Aldermen,
and at the same time such person shall serve a like copy of his complaint
upon the Building Inspector by registered mail, at least 48 hours before the
meeting of the Board of Aldermen. The Board of Aldermen may hear such appeal
by itself, or a committee, and may after hearing or report of any committee
to which the matter may have been referred, modify, change, alter or revoke
any order, action, approval or disapproval of the Building Inspector.

The City Clerk shall account to the Treasurer of the city monthly for
all money by him received under the provisions of this chapter and shall pay
the same at the time of accounting into the treasury of the city.
No building permit shall be issued by the Building Inspector for the
construction of any building except on an existing formally accepted street
or highway, unless all work necessary for acceptance of the street or highway
is completed, as recited, and the street or highway has been formally accepted
by the city; provided, however, that any lot owner or joint owners of record
as of July 13, 1959, may secure one building permit for the construction of
a dwelling for the use of himself or themselves and his or their immediate
family, as the case may be, without being required to comply with the provisions
of this section.
