At any time during the review of an application for a building or excavation permit, or at any time during which work is in progress under a duly issued permit, the Building Inspector, the Chairman of the Inlands-Wetlands Commission, the Chairman of the Zoning Commission or the Chairman of the Municipal Planning Commission may file, in writing, a request with the City Engineer for review of the plans and specifications submitted with said application. After the initial review by the City Engineer as aforesaid, any of the officials named herein may, in writing, request the City Engineer for one additional review of said plans and specifications at no additional cost to the applicant. After each of the two reviews outlined above, the City Engineer shall provide that applicant with a written list of any problems which may exist regarding said application. Should it become necessary for the City Engineer to review plans and specifications relating to said application for a third or any successive time thereafter for any reason whatsoever, the applicant shall be charged an additional fee for the services of the City Engineer, to be assessed at the normal hourly rate charged by the City Engineer.
No building permit shall issue until any and all additional fees as provided herein have been paid in full by the applicant. In the event that a permit has already been issued prior to a third or successive review of the plans and specifications by the City Engineer, no work shall continue involving said project until any and all additional fees as provided herein have been paid in full.

Any applicant who proposes any project to any board, commission, authority or agency of the municipality of Derby shall pay all fees and costs of any consultant or professional who shall be engaged or contacted in order for the board, commission, authority or agency to adequately and appropriately review said project or the effect of said project. These fees and costs must be paid directly to the City Clerk on a monthly basis. No board, commission, authority or agency shall continue review of or approve said project until it receives written verification from the City Clerk that all fees and costs have been timely paid.
