It is the desire of the Board of Commissioners of the Township of Penn, Westmoreland County, Pennsylvania, and the Board of Commissioners hereby signifies its intention, together with the Boroughs of Irwin, Manor and North Irwin and the Townships of North Huntingdon and Hempfield, to organize a Joint Authority under the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended.[1]

The name of the proposed Joint Authority shall be "Western Westmoreland Municipal Authority."
The following persons are hereby appointed members of the Board of Western Westmoreland Municipal Authority for the terms of office indicated.[1]

Pursuant to said desire and intention of the Board of Commissioners and in conformance with the terms and provisions of said Municipality Authorities Act of 1945 and its amendments,[1] the proposed Articles of Incorporation are attached hereto, made a part hereof, and labeled Exhibit "A."[2]

The proposed Articles of Incorporation of said Joint Authority shall be executed by and on behalf of the Township of Penn by the President of the Board of Commissioners, and the seal of said township shall be thereto affixed and attested by the Township Secretary and filed with the Secretary of the Commonwealth. Attorney Morrison F. Lewis, together with the several solicitors from the other participating municipalities, is hereby authorized and directed to cause to be published the notice of intention to file the Articles of Incorporation with the Secretary of the Commonwealth as required by the aforementioned Act. No additional publication of this article is required.

Effective January 1, 1997, the compensation to be paid to the members of the Penn Township Sewage Authority shall be the amount of $200 per month.
The compensation established pursuant to § 9-6 above shall be paid to each member of said Penn Township Sewage Authority who is legally able to accept such compensation.
