A. Department.
The Township Manager shall be within the Department of Administration.
B. Position
summary. The Township Manager shall be the chief executive officer
of the Township and shall be responsible to the Board of Commissioners
of the Township as a whole for the proper and efficient administration
of the affairs of Penn Township.
C. Essential
duties and responsibilities.
(1) The Township Manager shall review and supervise the actions of all
Township department heads unless by statute any function of such municipal
department is imposed upon some other Township officer or person.
(2) The Township Manager shall have the authority to suspend or otherwise discipline any employee, except police officers of the Township of Penn, who shall be disciplined in accordance with Subsection
C(3) below. The Township Manager shall not have the authority (without approval of the Board of Township Commissioners) to hire, appoint or employ any positions, including but not limited to the Township Secretary, Solicitor, or Engineer, or any other position specifically reserved to the Commissioners under the First Class Township Code of the Commonwealth of Pennsylvania or any amendments thereto.
(3) Further, provided that all police officers shall be hired, suspended
or discharged in accordance with the laws of the Commonwealth of Pennsylvania.
The Board of Commissioners of the Township of Penn hereby reserves
to itself and does not delegate to the Township Manager the right
to hire, suspend, or discharge any police officer of the Township
of Penn. There is specifically reserved to the Chief of Police of
the Township of Penn the right to suspend or discipline or recommend
discharge of any police officer of the Township of Penn pursuant to
the provisions of the Township civil service regulations and the civil
service provisions of the First Class Township Code, 53 P.S. § 55625
et seq. (or any amendments thereto). The Township Manager shall report
at the next regular meeting thereafter to the Board of Commissioners
of Penn Township any action taken by authority of this section.
(4) Neither the Board of Commissioners nor its members shall dictate
or attempt to influence or dictate the hiring or discipline of any
person from municipal employment by the Township Manager. Other than
for the purposes of inquiry, the Board of Commissioners or any of
its members or committees or their members shall deal with the administrative
service of the Township solely through the Township Manager, and neither
the Board of Commissioners nor any of its members shall give orders,
publicly or privately, to any subordinate of the Township Manager.
(5) The Township Manager shall refrain from any attempt to influence
decisions of a legislative or quasi-judicial nature, such as but not
limited to zoning changes, consideration of subdivision or development
plans, purchase of open space or parklands. The Township Manager shall
also refrain from actively engaging in federal, state, county, or
municipal politics.
(6) The Township Manager shall prepare and submit to the Board of Commissioners
before the first day of October of each year, or any such alternate
date as the Board or Commissioners shall determine, a budget for the
next fiscal year and an explanatory budget message. In preparing the
budget, the Manager or an officer designated by the Manager shall
obtain from the head of each department support data as requested.
The Township Manager shall review such estimates and may revise them
before submitting the budget to the Board of Commissioners.
(7) The Township Manager shall be responsible for the administration
of the budget after its adoption by the Board of Commissioners of
the Township of Penn.
(8) The Township Manager shall, with the advice of the Director of Finance,
and in conjunction with the preparation of the yearly budget, develop
long-range fiscal plans for the municipality, such plans to be presented
annually to the Board of Commissioners for its review and consideration.
(9) The Township Manager shall attend all public meetings of the Board
of Commissioners, and such other meetings as directed, with the right
to take part in the discussion, and shall receive notice of all special
meetings of the Board of Commissioners.
(10) The Township Manager shall prepare the agenda for each meeting of
the Board of Commissioners and supply facts pertinent thereto.
(11) The Township Manager shall keep the Board of Commissioners informed
as to the conduct of Township affairs; supply periodic reports of
the condition of the Township's finances and such other reports
as the Board of Commissioner's request; and make such recommendation
to the Board of Commissioners as deemed necessary.
(12) The Township Manager shall submit to the Board of Commissioners as
soon as possible after the close of the fiscal year a complete report
on the financial and administrative activities of the Township for
the preceding year.
(13) The Township Manager shall see that the provisions of all franchises,
leases, permits, contracts, bonds, and privileges granted by the Township
of Penn are observed.
(14) The Township Manager may employ, by and with the approval of the
Board of Commissioners, experts and consultants to perform work and
to advise in connection with any of the functions of the Township
which are within the Township Manager's duties.
(15) The Township Manager shall attend to the awarding of contracts in
due form of law and shall supervise the performance and faithful execution
of the same except insofar as such duties are expressly imposed upon
some other Township officer by statute.
(16) The Township Manager shall be the Purchasing Officer of the Township
of Penn and shall purchase, in accordance with the provisions of the
First Class Township Code of the Commonwealth of Pennsylvania or any
amendments thereto, all supplies and equipment for the various agencies,
boards, departments and other offices of Penn Township. An accurate
record of all purchases will be made and shall, from time to time
or when directed by the Board of Commissioners, be submitted to them
in written form. The Township Manager shall also issue rules and regulations,
subject to the approval of the Board of Commissioners, governing the
requisition and purchasing of all municipal supplies and equipment.
(17) The Township Manager shall prepare and keep current inventory showing
all real and personal property of the Township and its location and
shall be responsible for the care and custody of all such property,
including equipment, buildings, parks and all other Township property,
except insofar as such duties are expressly imposed upon some other
Township officer by statute.
(18) The Township Manager shall cause to be kept a complete set of maps
and plats showing the location of all Township utilities and other
municipal properties, all streets and other public places and all
lots or parcels of land subdivided according to law.
(19) The Township Manager shall be responsible for administrating all
aspects of business relating to risk management (including determining
adequacy of various insurance coverages and review of certificates
of insurance) and employee safety (which may include but not limited
to employee safety training, committees, accident investigations,
etc.).
(20) Complaints concerning municipal services or personnel that are unable
to be resolved by the appropriate department director shall be referred
to the Township Manager. Upon receipt of such complaint, the Township
Manager or a designated officer shall investigate and dispose of such
complaint, and the Township Manager shall report thereon to the Board
of Commissioners, except insofar as some other proceeding for the
disposition of the complaint is expressly provided by statute.
(21) The Township Manager will search for and make recommendations for
grants, both government and private, that will enhance the infrastructure,
services, recreation, and cultural value of the residents of the Township
of Penn.
(22) The Township Manger and appropriate staff members will design, develop,
and implement a marketing program to present to residential developers,
commercial and industrial business, that may be interested in expanding
or relocating, highlighting the Township of Penn and the opportunities
which the Township can provide.
(23) The Township Manager shall develop a five-year plan and long-range
plan pertaining to all issues of municipal government; both plans
shall be reviewed, updated, and approved annually by the Board of
Commissioners. Said plans shall contain specific goals and objectives
and time tables linked to those items.
(24) The Township Manager may be appointed as the Township Secretary and
perform duties as described in Article IX of the First Class Township
Code of the Commonwealth of Pennsylvania or any amendments thereto.
If the Township Manager is appointed as the Township Secretary, the
Board of Commissioners of the Township of Penn shall establish said
compensation by a separate resolution adopted at a duly scheduled
Township meeting.
(25) In the event the Board of Commissioners desires to hire a new employee(s)
(except a police officer), the Board shall notify the Township Manager
of its decision to hire. The Township Manager shall review and process
all applications for employment. The Township Manager shall then forward
a list of five qualified applicants or a lesser number if so directed
by the Board of Commissioners. The Board shall then hire such employee(s)
from the list forwarded to them.
D. Qualifications.
(1) Education and experience.
(a) Preference given to a candidate possessing a bachelor's degree
in public policy or a related field with at least five years'
experience in municipal management; or
(b) A bachelor's degree and at least 10 years' experience in
municipal government, five of which shall have been in municipal management;
or
(c) Any equivalent combination of education and experience.
(2) Necessary knowledge, skills, and abilities.
(a) The Township Manager must pass a criminal background investigation and must be able to be bonded in an amount as set forth in Chapter
28 (Manager), §
28-4 (Bond of Manager), of the Code of the Township of Penn.
(b) Skill in the operation of personal computers, including word processing,
spreadsheet and database software, motor vehicle, calculator, phone,
copy and fax machines.
(c) Ability to establish and maintain effective working relationships
with employees, other government officials, and the public; ability
to communicate effectively orally and in writing; ability to read
and analyze financial reports, land surveys, maps, and construction
plans; ability to prepare and analyze comprehensive technical reports
and data.
(d) Thorough and extensive knowledge of municipal government business
practices, including the Pennsylvania Municipalities Planning Code
and the First Class Township Code of the Commonwealth of Pennsylvania
provisions; knowledge and skills relating to personnel management;
working knowledge of personal computers.
E. Physical
demands.
(1) The physical demands described here are representative of those that
must be met by an employee to successfully perform the essential functions

A. Department.
The Administrative Assistant to the Township Manager is within the
Department of Administration.
B. Position
summary. The Administrative Assistant reports directly to and works
in close association with the Township Manager. The Administrative
Assistant will assist or, in the absence of the Township Manager,
be responsible for all functions of the Manager's position as
more fully described in the Township Manager's job description.
C. Essential
duties and responsibilities. As directed by or in the absence of the
Township Manager, the Administrative Assistant shall:
(1) Supervise all Township departments and employees unless by statute
any function of such municipal department is imposed upon some other
Township officer or person dictates otherwise.
(2) Review, process, and prioritize all employment applications except
police.
(3) Review and process all employee payroll functions and develop and
maintain confidential employee personnel files.
(4) Recommend discipline, suspension, and discharge except regarding
the police.
(5) Prepare and submit an annual budget, plus supplemental summary reports
as may be needed throughout the year.
(6) Be responsible for the administration of the budget by department.
D. Qualifications.
(1) Education and experience.
(a) A bachelor's degree in business administration or a related
field with at least five years' experience in executive and administrative
functions; or
(b) A minimum of eight years' experience with township administration
and executive functions; or
(c) Any equivalent combination of education and experience.
(2) Necessary knowledge, skills, and abilities.
(a) The Administrative Assistant to the Township Manager must pass a

an amount equal to that of the Township Manager.

A. Department.
The Finance Director is within the Department of Administration.
B. Summary
and purpose.
(1) Position summary. Performs a variety of routine and complex administrative
tasks in assisting the Township Manager with the financial, accounting,
budget management, investment management, debts management, grants
management, and Treasurer duties of Township business. The Finance
Director reports to and works under the general supervision of the
Township Manager.
(2) Position purpose. The Finance Director works to enhance and promote
the professional management of Township financial resources by identifying,
developing and advancing fiscal strategies, policies, and practices
for the public benefit.
C. Essential
duties and responsibilities.
(1) Prepare vouchers and daily deposits and assign appropriate budget
account numbers to each.
(2) Perform payroll preparation, including maintenance of payroll software
and employee updates; furnishing of quarterly and year-end payroll
and/or tax reports to various governmental entities and/or subcontractors
as well as annual summary of compensation for all Township employees.
(3) Post accounts payable vouchers and prepare the monthly billing sheet
for final review and approval by the Board of Commissioners.
(4) Change and/or update the general ledger chart of accounts and fixed
asset records as may be required annually for preparation of the budget.
(5) Analyze preliminary trial balances, prepare journal entries, and
post month-ending closing entries.
(6) Prepare monthly financial statements of all funds maintained by the
Township and prepare the monthly Treasurer's report.
(7) Reconcile all Township bank statements and resolve any discrepancies
with the appropriate banking institution.
(8) Complete year-end closing of all of the Township's financial
reports; submit year-end payroll records to subcontractors for year-end
closure as needed.
(9) Use personal computer with financial management software and create
spreadsheets to compile accounting and budget information and schedules
to enhance management's ability to produce more timely and accurate
budgets and financial reports.
(10) See that all money owed Penn Township is promptly paid and that proper
proceedings are taken for the security or collection of all Township
claims except insofar as such duties are expressly imposed upon some
other Township officer by statute or ordinance, whether heretofore
or hereafter passed.
(11) Pursue collection of delinquent accounts; prepare and mail final
notices, establish and monitor payment schedules and conduct taxpayer
account research.
(12) Search tax and court records in the process of issuing municipal
"no lien" letters; prepare and maintain an accounting of all such
issuings.
(13) Assist the Township Manager with compilation of financial records
and forecasts for budget preparation, annual budget narrative report
and with long-range fiscal plans for the municipality and special
projects, as may be requested by the Manager.
(14) Coordinate and attend quarterly Police Pension Advisory Board meetings.
(15) Work with pension consultant to prepare and submit required reports
to the state on an annual basis.
(16) Work with actuary to prepare biannual actuarial report of the Police
Pension Fund and the Other Post-Employment Benefits (OPEB) Trust as
needed.
(17) Complete various benefit forms for employees as needed and update
and maintain current records of the same.
(18) Prepare records and work closely with the auditors for completion
of the annual audits required by DCED, PennDOT, and Auditor General's
office.
(19) Assist Township entities with preparation of financial reports and
annual budget preparation.
(20) Make all reasonable efforts to identify cost savings and recommend
changes to contracts or agreements that result in savings for the
Township.
(21) Prepare and post relevant financial documents to the web.
(22) Attend the monthly Commissioner regular and caucus meetings.
(23) Complete monthly and an annual report of activities and accomplishments.
D. Qualifications.
(1) Education and experience.
(a) Graduate from a four-year college or university with a bachelor's
degree in accounting or business administration or a related field
with at least 12 credit hours in accounting coursework and two years
of progressively responsible governmental accounting or finance experience;
(b) At least 10 years' experience in municipal administration, including written documentation and verification showing proficiency in Subsection
C(1) through
C(23) as set forth above; or
(c) Any equivalent combination of education and experience.
(2) Necessary knowledge, skills, and abilities.
(a) Working knowledge of computers, financial software and electronic
data processing; working knowledge of governmental accounting principles
and practices; working knowledge of computer financial applications;
working knowledge of payroll and accounts payable functions.
(b) Good written and oral communication and interpersonal skills; computational
skills, manually and with a calculator; problem solving skills; able
to resolve discrepancies.
(c) Ability to establish and maintain effective working relations with
employees, vendors, and others.
(d) The Finance Director must pass a criminal background investigation
and must be able to be bonded in an amount equal to that of the Township
Manager.

A. Department.
The Public Works Director is within the Department of Public Works.
B. Position
summary and purpose. This position is responsible to oversee the combination
of physical assets, management practices, and personnel necessary
for Penn Township to provide and sustain structures and services essential
to the welfare and quality of life for its citizens. This position
performs administrative and technical work in the administration,
planning, coordination, and supervision of the activities of the Public
Works Department. Responsible to manage people, finances, and other
necessary resources to meet existing needs and to plan for the future
of the Township in regards to the infrastructure and land use. Develop
and implement a program that plans for the future based on available
resources to ensure a successful Public Works Department with a focus
on sustainability. Recommends long-range planning for the betterment
of the Township policies, procedures, efficiency and greening in Public
Works matters. The Public Works Director reports directly to and works
under the general supervision of the Township Manager, and provides
daily direction and supervision of the Public Works Foreman and public
works staff.
C. Essential
duties and responsibilities.
(1) In conjunction with the Public Works Foreman, prepares daily work
crew and equipment assignments for all routine or emergency or improvement
projects for all Township-owned roads, bridges, drainage systems,
infrastructure, facilities, buildings and parks.
(2) Supervises, evaluates, and directs the Township road crew employees and equipment to meet the needs as identified in Subsection
C(1) immediately above.
(3) Maintains detailed equipment, physical property, and material inventory
as may be needed for project management and equipment maintenance,
purchase or leasing.
(4) Orders and maintains an inventory of any parts, supplies, or materials
utilized by the Public Works Department.
(5) Meets with Township residents, property owners, contractors working
within the Township, Township Engineers, and utility representatives
as needed to coordinate all work within any Township right-of-way
or on any Township property.
(6) Preparation of an annual department budget, including detailed recommendations
for capital project and equipment procurement.
(7) With Township Manager, assists in the preparation of a long-range
budget, capital improvements plan.
(8) Works with and maintains necessary IT to carry out duties above and
manages the Township's Geographic Information System, Pavement
Management System, Retroreflectivity Sign Plan and other physical
asset inventories.
(9) Recommends and implements sustainability and green practices into
public works projects and facility maintenance.
(10) Recommends and implements a comprehensive risk management plan for
the Public Works Department.
(11) Works with the Board of Commissioners in implementing long-range
master site plans of park facilities.
D. Qualifications.
(1) Education and experience.
(a) Graduation from a four-year college or university with a Bachelor's
Degree in civil engineering, or related public works discipline.
(b) Requires at least eight years of progressive experience in a leadership
position in the various disciplines of public works including road,
utility design/project management/construction/public works/parks
management/fleet management.
(c) Preference given for heavy equipment operating, paving, building
and construction field experience.
(d)
Active membership in the American Public Works Association and
a track record of continued professional development desired.
(e)
Any equivalent combination of education, management experience
and field experience.
(2) Necessary knowledge, skills and abilities.
(a) Considerable knowledge of civil engineering principles, practices
and methods as applicable to a municipal setting, especially road
maintenance; knowledge of applicable Township codes, ordinances, and
policies affecting the Public Works Department.
(b) Strong management, supervisory, and interpersonal skills, effective
written and verbal skills, excellent IT skills and proven leadership
ability, required public administration, or a closely related field
with two years' field experience related to public works supervision
or inspection.
(c) The ability to direct others in the safe and efficient use of public
works facilities, equipment and tools.
(d) Knowledge of sustainable best practices for road maintenance, road/street
evaluations for maintenance (repair vs. replacement), stormwater maintenance,
land use management, landscape architecture and playground safety
guidelines and standards.
(e) Ability to communicate effectively both orally and in writing with
employees, engineers, consultants, other governmental agencies, and
the general public; ability to conduct necessary engineering project
research and compile comprehensive reports and/or job estimates.
(f)
Knowledge of the Commonwealth of Pennsylvania and the Pennsylvania
Turnpike Commission and Central Westmoreland Council of Governments
joint purchasing opportunities and procedures.
(g)
Must possess a valid driver's license and have a safe driving
record.

abilities required include close vision, distance vision, peripheral
vision, depth perceptions, and the ability to adjust focus.

(1) Ensure the effective utilization of the asset management program.
(2) Provide management and supervision of foreman and crew leaders.
(3) Meet or exceed federal and state requirements.
(4) Strives for excellence in safety for the motoring public.
(5) Establish annual goals for the Department by December of each year.
(6) Provide monthly feedback and an annual evaluation of performance
of all staff.

(9) Present to the Township Manager a monthly report of the preceding
month's activities and accomplishments with an orientation toward
outcomes and impacts.
(10) Develop a five-year plan incorporating all areas of responsibility
by October and update annually.
(11) Develop an operational plan to incorporate all areas of responsibility
by October and update annually.
(12) Work closely with other public utilities in coordinating paving and
road repairs.
(13) Monitor fleet management program to ensure all vehicles meet state
and federal transportation regulations and provide repair/buy analysis
to appropriate staff prior to budget deadlines.
(14) Review operating procedures to ensure optimization.
(15) Work with appropriate staff to develop all preventative maintenance
programs for buildings by December and update annually thereafter.
(16) Develop a maintenance program for grounds and traffic signals by
December and update annually thereafter.
H. Other duties of the job.
(2) Attend the monthly Commissioners regular and caucus meetings.
(4) Approve all Public Works purchases over the amount set by Township
policy.
(5) Participate in the Township Safety Committee.
(6) Assist in hiring employees.
(7) Attends, as needed, the Penn Township Sewer Authority, Western Westmoreland
Municipal Authority, Penn Trafford Area Recreation Commission, Penn
Township Rec Board meetings as needed.
(8) Interact with agencies such as PennDOT, Turnpike, local governments,
etc.

A. Department. The position is within the Department
of Community Development.
B. Position summary. This position performs technical
work in the enforcement of the Subdivision and Land Development, Zoning Codes, Building Codes; sewage enforcement in accordance with Act 537, and landfill inspection in accordance with provisions
of Act 101. The Building Inspector and Assistant Zoning Officer/Code
Enforcement Officer/Engineering Technician/Sewage Enforcement Officer/Landfill
Inspector works subject to the general supervisory authority of the
Township Manager, and under the general supervision of the Community
Development Director.
C. Essential duties and responsibilities:
(1) Review site and building plans for compliance with
Township Codes.
(2) Prepare required documentation and site evaluations
for on-site sewage permitting in accordance with provisions of Act
537.
(3) Prepare required documentation and site inspections
at any landfill(s) within the Township of Penn in accordance with
provisions of Act 101.
(4) Assist the Director of Community Development in the
conducting of investigations of properties or developments for compliance
with Township Codes. Obtains information to assist the Director of
Community Development during investigations and inspections and may
provide required documentation.
(5) Issue routine zoning, building construction, and other
approvals and permits as authorized by the Township Code.
(6) Respond to questions concerning Township codes or
sewage requirements or landfill issues with developers, contractors,
architects, engineers, or the public.
(7) Issue routine warnings, notices of violation, enforcement
notices, or stop-work orders for Code violations and building violations.
(8) Calculate fees and penalties for various permits and/or
violation notices.
(9) Assist the Director of Community Development for the
preparation of data on matters before the Zoning Hearing Board.
(10) Conduct daily site inspections and evaluations of
any building construction site and/or land development sites, on-sewage
systems, and landfill as directed by the Director of Community Development.
D. Qualifications.
(1) Education and experience.
(a) Certification as a sewage enforcement officer in accordance
with provisions of Act 537 and/or as a host landfill inspector as
certified by the Pennsylvania D.E.R. in accordance with provisions
of Act 101, and
(b) Graduate from a two-year college or university with
an associates degree in engineering technology, construction inspection
technology, or a closely related field, or
(c) Current valid certifications by BOCA in not less than
the one- and two-family dwelling building inspector, mechanical inspector,
plumbing inspector, electrical inspector, and dwelling combination
inspector, and two years experience in the inspection field, or
(d) Any equivalent combination of education and experience.
(2) Necessary knowledge, skills, and abilities.
(a) Limited knowledge of the principles, practices, purposes,
scope, and techniques of community planning; considerable knowledge
of building design and construction and inspection; basic knowledge
of the design and construction of sewers, streets, and utilities.
(b) Skill in the operation of a personal computer, including
word processing and spreadsheets software; motor vehicle; calculator;
phone; copy and fax machines.
(c) Ability to establish and maintain effective working
relationships with employees, developers, and the public; ability
to communicate effectively orally and in writing; ability to read
and analyze land surveys, maps, and construction plans.
E. Physical demands.
(1) The physical demands described here are representative
of those that must be met by an employee to successfully perform the
essential functions of this job. Reasonable accommodations may be

(2) Work is performed about 40% in the office, and 60%
out of doors in the inspection of various land developments and construction
sites. Hand-eye coordination is necessary to operate computers and
various pieces of office equipment.
(3) While performing the duties of this job, the employee
is frequently required to talk or listen; sit; use hands to finger,
handle, feel or operate objects, equipment, or controls; reach with
hands and arms; walk over uneven difficult construction site terrain;
climb ladders and/or scaffolding at construction sites. The employee
is required to have a valid driver's license and a safe driving record.
The employee must occasionally lift and/or move up to 50 pounds. Specific
vision abilities required include close vision, distance vision, peripheral
vision, depth perceptions, and the ability to adjust focus.

The office of the Assistant Township Manager
is hereby created by the Board of Commissioners of the Township of
Penn, Westmoreland County, Pennsylvania.
Before entering upon his duties, the Assistant
Township Manager shall give a bond to the Township of Penn, with a
bonding company as surety, to be approved by the Board of Commissioners,
in the sum of $25,000, conditioned for the faithful performance of
his/her duties, and the premium for said bond shall be paid by the
Township of Penn.
The salary of the Assistant Township Manager
shall be fixed from time to time by an Ordinance adopted by the Board
of Commissioners of the Township of Penn.
The powers and duties of the Assistant Township
Manager shall relate to the general management of the Township business
as administered by the Township Manager through the Department's created
by the Commissioners of the Township of Penn; and, not expressly by
statute imposed or conferred upon other Township officers or persons.
Subject to recall by ordinance, the powers and duties of the Assistant
Township Manager shall be as directed by the Township Manager, or
in the absence of the Township Manager, shall include the following:
A. Supervise all Township departments and employees unless
a statute (i.e., police powers) dictates otherwise.
B. Review, process, and prioritize all employment applications
except police.
C. Review and process all employee payroll functions
and develop and maintain confidential employee personnel files.
D. Recommend discipline, suspension, and discharge except
regarding the police.
E. Prepare and submit an annual budget, plus supplemental
summary reports as may be needed throughout the year.
F. Be responsible for the administration of the budget
by department.
