[Adopted 11-16-1964 by Ord. No. 452 as Ch. 19 of the 1964 Code]
Pursuant to and in accordance with the provisions of N.J.S.A. 40:12-1 et seq., and particularly 40:12-14 thereof, there is hereby authorized and created, jointly with the Borough of West Caldwell, a public recreation system to be known and designated as the "Board of Recreation Commissioners of the Boroughs of Caldwell and West Caldwell."
The Board of Recreation Commissioners shall consist of seven members, three of whom shall be appointed by the Mayor of the borough and four of whom shall be appointed by the Mayor of the Borough of West Caldwell. Two members shall each be appointed for a term of one and two years, respectively, and three members for a term of three years; thereafter, the term of each member shall be for a period of three years.
The Board of Recreation Commissioners shall have the power and authority to establish rules and regulations for the conduct, maintenance, control and supervision of the joint system of recreation for citizens of the Boroughs of Caldwell and West Caldwell. They shall have the power to appoint a Recreation Director and such other personnel as may be deemed necessary and to fix the compensation therefor and to secure, in the conduct of its program of recreation, the cooperation of the Board of Education of the school district of the Boroughs of Caldwell and West Caldwell and all civic associations and other groups. The Board of Recreation Commissioners shall have all the power and authority conferred upon it by the terms and provisions of N.J.S.A. 40:21-1 et seq.[1][2]
