Effective April 1, 1983, all improved residential and commercial property
owners in the Borough of Carteret shall conspicuously display their street
numbers on the front of the building so that the same can be observed from
the street level.
If a property owner fails to comply with the provisions of this chapter
by April 1, 1983, then the borough, under the direction of the Superintendent
of Streets and Roads, shall herein have the right to enter the subject property
and post the street numbers in the immediate area of the front door or mailbox.
The costs of said numbers and labor shall be borne by the property owner.
Said cost shall be in the amount of twenty-five dollars ($25.). A bill for
said amount shall thereafter be forwarded to the property owner, and if the
same is not paid within sixty (60) days thereafter, said amount shall constitute
a municipal lien against the property.
The right to enter the subject property and place numbers is an exercise
of the police powers of the borough so as to promote and preserve public safety.
