There is hereby created in the Borough of Middlesex a Housing and Community
Development Advisory Committee for the purposes of reviewing community housing,
living environment and economic opportunities, and for the further purpose
of increasing the diversity and vitality of the community by expanding the
range of housing and employment opportunities, and for the further purpose
of assessing the needs of the community relevant to housing and community
development programs.

The Housing and Community Development Advisory Committee shall consist
of nine members, consisting of the following two classes, all of whom shall
serve without pay:
A. Class 1: a member of the governing body, to be appointed
by the Mayor, with Council confirmation.
B. Class 2: eight other citizens of the Borough whose membership
will include, where possible: persons of low or moderate income; members of
minority groups; senior citizens; the handicapped; and other persons affected
by community development activities, all to be appointed by the Mayor with
Council confirmation.

The term of the member composing Class 1 shall be for a period of one
year. The terms of Class 2 members appointed pursuant to this chapter shall
be so determined that, to the greatest practicable extent, the expiration
of such terms shall be distributed evenly over the first four years after
their appointments. With respect to the initial appointments of the two additional
members who are being added to this Class 2 membership, one of said members
shall be appointed for a period of four years, and the other shall be appointed
for a period of three years. All other Class 2 members shall continue to be
appointed for terms of three years.
If a vacancy in any class shall occur otherwise than by expiration of
term, it shall be filled by appointment as above provided for the unexpired
term.

The Housing and Community Development Advisory Committee shall elect
a Chairman and Vice Chairman from the members of Class 2 and select a Clerk/Secretary
who will become a municipal employee assigned to the Housing and Community
Advisory Committee.
The Housing and Community Development Advisory Committee is authorized
to adopt bylaws governing its procedural operation. It shall also have the
following powers and duties:
A. To hold public hearings to solicit the views of the citizens
regarding housing and community development programs.
B. To initiate and recommend housing and community development
programs, such as but not limited to senior citizens' housing, attracting
new industrial and commercial ratables and housing rehabilitation.
C. To assess community development and housing needs and
priorities.
D. To meet on a regular monthly basis to review and act
upon any matters regarding housing and community development.
E. To explore financial sources for funding of community
and housing development programs.
F. To report and make recommendations on community and housing
development to the Mayor and Council on a regular monthly basis.
G. To take whatever action it deems advisable to further
the purposes of this Committee.
The Housing and Community Development Advisory Committee is authorized
to adopt such rules and regulations as are necessary to fulfill the purposes
of the Committee.
