In order to successfully accommodate the individuals with hearing impairments, TDD machines must be installed throughout the county government facilities. Most of these machines will be for individuals with hearing impairments to make outward or receive incoming calls while they are visiting any of the county facilities. The machines will also be used by employees who need to reach a hearing-impaired constituent and would not be comfortable using the relay systems established by the Commonwealth of Pennsylvania and York County Deaf Center.
To successfully implement the TDD machines throughout the county, the following provisions must be attained:
A. 
Seven TDD machines will be distributed throughout the county facilities at the following locations:
(1) 
The information desk of the York County Government Center.
(2) 
The information desk of the York County Courthouse.
(3) 
The Commissioners' office.
(4) 
York County Prison's business office.
(5) 
York County Hospital and Home.
(6) 
York County Human Resources Office.
(7) 
The ADA Coordinator will store the TDD machine for allocation to satellite locations, York County parks and the Justice offices.
B. 
A representative from each of these locations will be trained in the use of the TDD machine. The representatives will be appointed by the ADA Steering Committee. The Deaf Center will be conducting the training session.
C. 
Each department will be notified of the person designated to allocate the TDD machine in order to have it in its office at a time when a hearing-impaired constituent is visiting the office or an employee wishes to talk with a constituent who is hearing impaired and feels uncomfortable using the relay systems established by the Commonwealth of Pennsylvania and the York County Deaf Center.
D. 
Once the constituent has left the facility or the employee has finished talking to the constituent with the TDD machine, the machine will be returned to its original area.
E. 
The TDD machine allocated to the prison will be given to the Youth Development Center upon request.
F. 
The TDD machine allocated to the York County Hospital and Home will be given to York Annex Facility upon request.[1]

G. 
The TDD machine in the Human Resources Office will be on line for incoming calls 24 hours a day. Once the Human Resources Office receives the message, the message will be delivered to the intended department. That department can then return the message either by the relay centers or by its designated county TDD machine.
H. 
One TDD machine will be held by the York County ADA Coordinator for the purpose of issuing the machine, upon request, to the York County satellite offices, parks and the Justice offices. Twenty-four-hour notice must be given to the ADA Coordinator in the Human Resources Office. The Coordinator will deliver the TDD machine and return it when the meeting, event or hearing is completed.
I. 
Any changes or additions to this policy will be changed or added in the policy, and all elected officials, department directors, designated individuals who are responsible for allocating the TDD machines and the ADA Steering Committee will be notified of the changes or additions.[2]
