A. 
The purpose of this article is to establish a clear mandate of the full compliance with the Act of August 9, 1955, P.L. 323, § 1620, as amended June 29, 1976, P.L. 460, No. 115, § 1 (16 P.S. § 1620), hereinafter referred to as "§ 1620 of the County Code," by all elected officials in York County.
B. 
The hiring, discharge and supervisory rights of all elected officials shall be fully and completely acknowledged and shall in no way be changed, altered, reduced, increased or adversely affected by this article.
As used in this article, the following terms shall have the meanings indicated:
SALARY AND COMPENSATION
Salaries and compensation, paid or given to any County employee or appointed or elected official, as used in § 1620 of the County Code, shall include salary, wages, fringe benefits of any kind, including health, disability and life insurance, and the use of any vehicle or equipment paid for or owned by the County of York and including mileage fees, parking charges, hotel accommodations, meals, uniforms, shoes, personal services and any other benefit of any kind that is paid for by and from the County Treasury.
A. 
All salaries and compensation of County officers, unless otherwise specifically fixed by law, shall and must be fixed by the Salary Board created by §§ 1620 through 1625 of the County Code, which is cited above.
B. 
Any contract of employment that provides for salary and/or compensation with any employee made by a County official, whether elected or appointed, that is not submitted and approved by the York County Salary Board, shall be void and unenforceable.
