A. 
The Borough of Littlestown adopts the 2003 edition of the International Residential Code, regulating and governing the construction, alteration, movement, enlargement, replacement, repair, equipment, location, removal and demolition of detached one and two-family dwellings and multiple single-family dwellings not more than three stories in height with separate means of egress in the Borough of Littlestown; providing for the issuance of permits and collection of fees therefor; and repealing all other ordinances and parts of ordinances in conflict therewith.
B. 
That a certain document, located in the office of the Code Enforcement Officer of the Borough of Littlestown, being marked and designated as the International Residential Code, 2003 edition, including Appendix Chapter E (see International Residential Code Section R102.5, 2003 edition), as published by the International Code Council, be and is hereby adopted as the Residential Code of the Borough of Littlestown, in the State of Pennsylvania, for regulating and governing the construction, alteration, movement, enlargement, replacement, repair, equipment, location, removal and demolition of detached one- and two-family dwellings and multiple single-family dwellings not more than three stories in height with separate means of egress as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Residential Code on file in the Borough of Littlestown are hereby referred to, adopted, and made a part hereof, as if fully set out in this chapter, with additions, insertions, deletions and changes, if any, prescribed in § 174-13.
The following sections are hereby revised:
A. 
Section R101.1. Insert "Borough of Littlestown."
B. 
Section R108.2. Insert "On buildings, structures, electrical, gas, mechanical, and plumbing systems or alterations requiring a permit, a fee for each permit shall be paid as required, in accordance with the schedule established in Article XII of this chapter."
C. 
Section R113.4. Insert, at the end of the last sentence: "as outlined in Article XIII of this chapter."
D. 
Table R301.2(1). Insert "To be submitted by the contractor and approved by the Borough of Littlestown."
E. 
Section P2603.6.1. Remove. Not applicable, as the Borough has no private sewage disposal systems.
F. 
New Section P2609. Add "Plumber's License: Persons, firms and corporations desiring to do plumbing within the Borough shall obtain from the Borough Secretary, in the form provided, a license entitling the applicant to engage in regular or particular work during the calendar year in which the permit is granted, for which a fee set by resolution shall be paid. Yearly renewal licenses shall be issued for a fee set by resolution thereafter, so long as a license is not allowed to lapse in any calendar year."

G. 
New Section P2610. Add "Insurance: Any person, firm or corporation before being issued a plumber's license shall first secure from a good and reasonable company or companies doing insurance business in the Commonwealth of Pennsylvania and maintain during the entire term of the license, public liability insurance including products liability and complete operation riders, for loss from an action resulting in bodily injury to or death of persons, and for loss from an accident resulting in damage or destruction of property, in the minimum amount of $300,000, and which insurance shall name the Borough as an additional insured. With regard to such insurance, the original policy or policies may be retained by the applicant, but the Borough shall be furnished with a certificate thereof, and the Borough shall have the right to inspect any and all such policies. The applicant, on demand, agrees to furnish the Borough with proof of payment of the premium or premiums on such policy or policies. If the applicant, at any time during the term of the license, should fail to secure or maintain the foregoing insurance, the license shall be immediately revoked.
H. 
New Section P2611. Add "Public Systems Available: A public water main or public sewer system shall be considered available to a building when the building is located within 150 feet of the public water main or sewer."
I. 
Section P2716. Delete in its entirety.
J. 
Section P2903.7. Add "Water service pipe shall be Copper, Type K, only."
K. 
Section P3103.1. Insert "12 inches minimum."
