The Beach Haven Sewer Utility operates in tandem with the Ocean
County Utilities Authority for the purpose of treating its sewerage
and as such must comply with the rules and regulations of the Ocean
County Utilities Authority. Beach Haven Sewer Utility shall adopt
the rules and regulations of the Ocean County Utilities Authority
annually or as revised.
A. Appointment and duties of the Superintendent in charge of The Sewer
Utility.
(1) There shall be a Superintendent in charge of the Sewer Utility, who
shall be appointed as provided by law. They shall hold a CPWM certificate
or obtain one within one year of appointment. They shall have charge
and control of all machinery, materials, tools, and any and all things
appurtenant to said operations, and shall conform to such rules as
may be made by the Borough Manager.
(2) No new work shall be contracted for or undertaken by the Superintendent
without first being authorized by the Borough Manager, but may attend
at once to such repairs as shall be imperative and forthwith notify
said Borough Manager what was required and what has been done to remedy
the same. They shall have power to employ and discharge laborers and
to suspend any of the employees of the Sewer Department in accordance
with law, but in such cases shall at once notify the Borough Manager
of the action and the reasons therefor, and if the action be sustained
by the said Borough Manager, its conclusion shall be final. They shall
have charge of the sewer systems of the Borough. They shall supervise
the laying of all new pipes, the repairing of all pipes, and other
fixtures that may require it. They shall keep an account of all new
pipes laid and old ones removed and make a full report of the same
at the end of the year to the Council.
(3) The Superintendent shall see that a proper stock of all articles
required by the Department is kept on hand, both for repairs and renewals
of all parts, and shall at once report to the Borough Manager any
deficiency existing therein.
(4) The Superintendent shall keep exact time and attendance of all employees
of the Department. They shall make all new attachments to the Borough
mains and shall make a yearly report on the first day of January to
the Council of all proceedings in the Department during the year,
and shall make such recommendations to the Council touching the work
to be done or proposed to be done during the succeeding year as they
may deem best for the good of the Department, together with all such
other information as shall enable the Council to acquire a definite
and accurate understanding and knowledge of the condition and workings
of the Department.
