It is the policy of the City to provide equal opportunity in employment to all employees and applicants for employment. No person is to be discriminated against in employment because of race, religion, color, sex, age, marital status, national origin or disability, except where a particular qualification is specifically permitted and is essential to successful job performance.
A. 
This policy applies to all terms, conditions and privileges of employment, including but not limited to recruitment, selection, hiring, introductory period, transfer, compensation and fringe benefits, educational assistance, layoff, return from layoff, employee facilities, termination, retirement and work environment.
B. 
The City Business Administrator, who reports directly to the Mayor and Council on matters relating to this policy, is responsible for formulating, implementing, coordinating and monitoring all efforts in the area of equal employment opportunity. The Business Administrator's duties may include, but are not necessarily limited to:
(1) 
Assisting the Mayor, Administration and, where applicable, the City Council in collecting and analyzing employment data; and ensuring equality of opportunity for all of the City's employees and applicants seeking employment.
(2) 
Serving as the City's Affirmative Action Officer and coordinating with the Personnel Officer in such capacity as to equal employment opportunity.
(3) 
Developing policy statements and recruitment techniques designed to comply with the equal employment policies of the City.
(4) 
Complying with various state and federal recordkeeping and notice requirements in order to ensure full compliance with all employment-related statutes and regulations.
(5) 
Assisting supervisory personnel in arriving at solutions to specific personnel problems.
(6) 
Serving as liaison between the City and government agencies, minority and women' s organizations and other community groups to foster equal opportunity.
(7) 
Keeping the Mayor and Council informed of the latest developments in the entire equal opportunity area.
C. 
Any communication from an applicant for employment, an employee, a government agency or an attorney concerning any equal employment opportunity matter is to be referred to the Business Administrator. The Business Administrator shall also coordinate the review of any complaint registered with the City as to violations of equal employment opportunities.
