No person shall discharge any firearm anywhere within the City of Long
Branch except where expressly permitted by law.
No person except the owner or lessee of any premises, while on such
premises, or any person specifically authorized in writing by the owner or
lessee of any premises, while on such premises, shall have in his possession
a loaded firearm within 300 feet of any occupied dwelling or any school playground.
