The owner of any senior citizen apartment building within the City of Long Branch shall be required to provide security guard services upon the premises in accordance with the provisions hereinafter set forth.
For the purpose of this article, the following terms shall have the meanings set forth herein:
HOLIDAY
Any day that the on-site management office is closed or not manned.

SENIOR CITIZEN APARTMENT BUILDING
A structure consisting of 25 units or more containing self-contained groups of rooms which are designed, constructed and used as dwelling units; each of which is set apart from other units or a portion of said structure by way of a separate entrance and where at least one or more resident in at least 10 of the units is 55 years of age or more.

A minimum of one uniformed security guard is to be on duty in the lobby area of each senior citizen apartment building subject to this article between the hours of 4:00 p.m. and 8:00 a.m. seven days a week and also between the hours of 8:00 a.m. and 4:00 p.m. on Saturday, Sunday and holidays. During the hours aforesaid, each guard on duty shall make periodic patrol and inspection of the premises and shall undertake all actions necessary to assume the personal safety, privacy and protection of the person and property of the residents of each such building and their guests.

A violation of this article shall be punishable as provided in Chapter 1, General Provisions, Article I.
