The breeding, keeping and raising of horses, ponies and mules within the city limits shall be limited to one of the above-mentioned animals per acre, so as to ensure the health, safety and general welfare of the residents of the city.
The owner of the property wherein the above-mentioned animals are kept shall be responsible for the removal of all animal wastes. Said wastes shall not be allowed to accumulate for a period greater than 24 hours.

The City Health Department may license the keeping of horses, ponies and mules on a temporary basis within the boundaries of the city for the limited purpose of a commercial enterprise, which includes but shall not be limited to a circus, fair or exhibition.
A. 
Where it is found that more than one of the above-mentioned animals is being kept in violation of this article, each animal shall be deemed as a separate violation thereof.
B. 
All penalties shall be in accordance with the provisions of Chapter 1, General Provisions, Article I.
