The Department of Recreation shall be headed by a director who shall be qualified by training and experience. There shall also be a Swimming Pool Commission, an Advisory Recreation Board and a Community Recreation Advisory Council, the members of which shall be appointed pursuant to Charter and as provided in § 4-8 of this chapter.
The department shall perform all appropriate
functions associated with the providing of a balanced public recreation
program.
The department shall be organized pursuant to plan approved as provided in § 4-8 of this chapter.
