No person shall maintain, keep, operate or conduct what is commonly known as a "roadstand," whether the same is on a vacant lot or in front of any building, for the display and sale of goods, wares and merchandise without first having obtained a license.
No license shall be issued to conduct the business at a location except in conformity with Article II, Zoning, of Chapter 188, Land Use.
No goods, wares or merchandise shall be placed by the licensee on the sidewalk or any part thereof, nor shall the licensee use the street or any part thereof for the display and sale of any goods, wares and merchandise.
No licensee shall be authorized to conduct the business on any premises other than the premises specified in his license. The license shall not be transferable or assignable to another person or transferable to another plot or lot.
