If any section, paragraph, subdivision, clause
or provision of this chapter shall be adjudged invalid, such adjudication
shall apply only to the section, paragraph, subdivision, clause or
provision so adjudged and the remainder of this chapter shall be deemed
valid and effective.
This chapter shall be construed so as to be
constitutional and in accordance with the laws and statutes of this
state whenever the question of its validity or invalidity arises.
