No person shall keep, store, house, transport, move, carry or use any gunpowder, dynamite or other explosive through or within the Village of Rouses Point except in compliance with the laws of the United States and the State of New York and the ordinances of this Village.

No plant known as a "filling station," "service station" or "garage" nor any establishment handling gasoline or any other explosive liquids for retail sale shall be permitted to store same within the Village of Rouses Point unless an application is presented to the Village Board and a permit is issued by said body.
A. 
No tanks or receptacles for the storage of gasoline or any other explosive liquids having a flash point below 100º F. shall be erected or maintained above the ground level. All such storage tanks forming a part of a gasoline or other products of explosive liquids shall be buried in conformity with the regulations of the Fire Underwriters of the State of New York.
B. 
No tanks for the storage of the above-named liquids shall be located under a sidewalk.
No system of artificial light other than incandescent electric lights shall be installed in any premises used for the storage of such explosive liquids.
