There is hereby created in the Township of Franklin the position of Township Engineer, who shall hold office for a term of three years, commencing on January 1 in the year of his appointment. In the event that a successor is not appointed immediately upon expiration of his term, he shall continue in office until his successor is appointed.
The Township Engineer shall perform such engineering and consulting services as are requested or authorized by the Township Committee of the Township of Franklin.
The Township Engineer shall be compensated for his services at an hourly rate, based upon actual time spent in performing engineering or consulting services for the Township of Franklin in accordance with the fee schedule annexed hereto and made a part hereof as Schedule A.[1]Those employees of the Township Engineer who are not principal engineers shall be paid at the hourly rate set forth in the annexed fee schedule based on their title or position with the Township Engineer. In no event shall the Township Engineer be compensated by receiving a percentage of the contract for which he renders service. In addition, the Township Engineer shall be entitled to be reimbursed for expenses incurred in the course of performing engineering or consulting services for the Township of Franklin upon the submission of a voucher itemizing the nature and amount of expenses so incurred
