The hours of work for all Township employees shall, without exception
or unless otherwise stated in this article, in a collective bargaining agreement,
or unless approved by the Township Committee for those positions which require
different work schedules to perform their duties, be at a minimum Monday through
Friday from 8:30 a.m. to 4:30 p.m. Road department employees' minimum work
schedule shall be 7:00 a.m. to 3:00 p.m. Personnel of the Township Police
Department shall work hours pursuant to a schedule established by the Chief
of Police consistent with any collective bargaining agreement and applicable
law. Managerial and supervisory employees may have to perform their duties
beyond these established hours in order to accomplish their job responsibility.
The Township may order any employee to work extra hours, if necessary, for
public safety or the efficient operation of the Township.
Each employee shall have a duty post at which he/she is normally assigned.
All Township employees will, without exception or unless otherwise stated
in this article, be at their assigned duty posts ready to perform their duties
during normal working hours.
Each employee will maintain and submit the time and attendance form
approved by the Mayor and Committee. The form shall be submitted biweekly
for certification by his/her department head. All signatures must be original.
Department heads will certify the accuracy of their own forms. Employees of
departments which do not have full-time department heads will submit all certified
time and attendance forms to the Township Clerk biweekly. Department heads
will submit to the Township Clerk time and attendance forms for themselves
and for all employees in their department. The Township Clerk will use these
forms to update personnel attendance records and personnel history files and
for the creation of payroll.
Any lateness and the reason therefor shall be noted on the time and
attendance forms. Recurring or chronic lateness may lead to disciplinary action,
e.g., deducting pay for the actual time late, suspension or termination.
It shall be the responsibility of each employee to notify his/her department
head within one hour of his/her starting time if he/she is to be absent from
or delayed in reaching his/her duty post. If an employee is unable to contact
his/her department head, then the Township Clerk shall be notified instead.
In the event of absence or delay in reaching his/her post, a department head
shall notify the Township Clerk or the Deputy Township Clerk in the Clerk's
absence. Failure to report when absent may lead to disciplinary action, e.g.,
deducting pay for actual time of unauthorized absence or delay, suspension
or termination. Vacation requests shall be submitted to department head or
Clerk, as set forth in this section, 10 work days prior to the first day of
absence.
Overtime work shall be kept to a minimum, and, except in cases of emergency,
shall be authorized by the heads of the departments. Overtime will be paid
by the Township in accordance with the Fair Labor Standards Act, collective
bargaining agreements, the personnel policies of the Township and applicable
law. The reasons for all overtime shall be noted on the employee's time and
attendance form.
