It shall be unlawful for any person to have in possession, sell, keep for sale, exchange, give away or use in any manner any form of fireworks within the limits of the Township, except as hereinafter specially permitted and as provided in N.J.S.A. 21:3-3.
Pursuant to N.J.S.A. 21:3-3, the Township Council may, at any regular or special meeting, inquire into the merits of any application for a special permit for the display of any form of fireworks and may, by not less than a four-fifths vote of the Council, grant a permit to the applicant in accordance with such application, provided that such permit shall in no manner conflict with any law of the State of New Jersey or of the United States. This permit may not be granted for a period to exceed December 31, then next succeeding.
