As used in this chapter, the following terms shall have the meanings indicated:
MUNICIPAL PARKING LOT or PARKING LOT
Any off-street parking facilities owned, leased or operated by the Township, or such portion or portions thereof as may, from time to time by resolution of the Township Council, be designated for public parking purposes.
The municipal parking lots shall be under the control of the Township Council.
No person shall park any vehicle, or otherwise use the parking lot, except in conformity with such rules and regulations governing the use thereof as the Township Council shall adopt by resolution, pursuant to this chapter.
The Township Council, by resolution, shall adopt rules and regulations governing the use of the parking lot; prescribing fees or charges for the privilege of using the parking lot and the length of time the payment of such fees shall entitle a vehicle to be parked thereon; the method of collecting fees, which may be through the medium of parking meters; the designated area or areas which shall be kept clear of vehicles; the size of vehicles which may be parked thereon; and general regulations for the use of the parking lot.
The use of the parking lot in violation of any of the rules and regulations shall be a violation of this chapter.
In fixing fees for the use of the parking lots, the Township Council shall fix fees in an amount sufficient to defray the cost of acquiring equipment, adapting, maintaining and managing the parking lot and the principal and interest due or to grow due on any obligations issued to finance the cost thereof. In addition, fees may be imposed as a means of regulating the use of the parking lot.
A. 
Parking of trucks or trailers. No person shall park a truck trailer, a truck, a trailer or other vehicle with a length longer than 20 feet, including house trailers, at any time on any municipal parking lot.
B. 
Parking of inoperable or disabled vehicles. No person shall park an inoperable or disabled vehicle for more than 24 hours on a municipal parking lot.
C. 
Duration of parking. For those municipal parking lots not having a time restriction, no vehicle may be parked for longer than 72 hours.
D. 
Prohibited parking. No person shall park a vehicle in areas designated for no parking or in such a manner as to interfere with the safe passage of other vehicles.

No person shall park a vehicle for longer than the time shown during the specified hours in any of the following described municipal parking lots.

No person shall park a vehicle in Municipal Lot 7 except for police and emergency vehicles unless authorized by the Township Manager or their designee.

No person may park a vehicle in a parking space reserved for handicapped parking in all municipal parking.

Any person violating any terms or provisions of § 168-8 or of the rules and regulation, upon conviction shall be subject to the penalty of $25. The penalty for §168-9 shall be $50.
