No person shall consume any alcoholic beverages on any public street, thoroughfare, park, square, parking lot or other outdoor public place or area in the Township, whether on foot or in a vehicle.
As used in this article the following terms shall have the meanings indicated:
CONSUMPTION
The possession of any open and partially consumed container as well as the physical process of drinking the contents of the container.
The Township Council, in connection with public celebrations or similar special events, may, by written permit, except from the provisions of this chapter the consumption of alcoholic beverages in a public park, square, parking lot or other public place or area or portion thereof. Such permit shall specify the date and hours of the exception and such conditions designed to prevent any abuse or disorder resulting therefrom.

Except as otherwise provided in N.J.S.A. 33:1-1 et seq., any person in violation of this article shall, upon conviction, be punishable by a fine not to exceed $1,000 or imprisonment for a term not to exceed 90 days, or both.
