No person or firm shall engage in the construction, alteration, installation
or repair of any private domestic drilled well until a water systems installer
permit has been obtained from the Board of Health. The well installer shall
be licensed by the Franklin Board of Health annually with the permit expiring
December 31. The fee for this permit shall be set by the Board from time to
time.
A plot plan shall be submitted with the application form for a well
permit to the Board of Health, indicating the proposed location of the well,
all buildings, boundary lines and septic systems. Wells shall be located at
least 15 feet from any public or private way or street and 10 feet from lot
lines, 50 feet from any septic tank and 100 feet from any leaching system
or any other such greater distance as may be required by the Board of Health.
A well drilled into the bedrock shall have a minimum depth of 100 feet
below the static water level, and the casing shall extend no less than 18
inches above the normal ground level. A mounding of at least eight inches
shall be implemented around the casing. A well located in a floodproofed well
house will not require mounding. The casing shall be sealed at least 15 feet
into the bedrock by use of a slurry of 50% bentonite and 50% clear portland
cement.
Quantity or yield tests and water level recovery shall be performed
by a licensed pump or well-drilling contractor, and a well shall produce a
minimum supply for each dwelling unit served by an on-site well as follows:

The water from a potable well shall be sampled following development.
Chemical and bacteriological analysis shall be made, and approval of the Board
of Health must be obtained before an occupancy permit is issued.
Two representative samples of water shall be collected, one from the
well site and the other from the tap in the building, by a laboratory certified
by the Massachusetts Department of Environmental Quality Engineering and results
of the report forwarded to the Franklin Board of Health.
A drilled well abandoned for a period of one year shall be plugged and
sealed with a slurry of portland cement at least 20 feet below the normal
ground level to prevent surface contamination into the bedrock acquifers.
Any variance or other modification authorized to be made by this chapter
may be subject to such qualification, revocation, suspension or expiration
as the Board of Health expresses in its grant. A variance or other modification
authorized to be made by this chapter may be otherwise revoked, modified or
suspended in whole or in part only after the holder thereof has been notified
in writing and has been given an opportunity to be heard.
