As used in this chapter, the following terms shall have the meanings indicated:
BOAT
Any vessel which is intended for use in supporting man on water.
CONSTRUCTION TRAILER
Any vehicle used or intended to be used as an administrative office or for the storage of small tools, necessary construction materials and other equipment needed at a site where permitted construction is in progress. The trailer cannot be used as a sales office or for similar business purposes nor as a temporary residential site for construction workers. It shall be permitted to have an approved electrical utility connection if required for lighting.

TEMPORARY STORAGE CONTAINER
A container designed for the outdoor storage of any property, including personal property for temporary use, delivered and removed by vehicle.

TRAILER or CAMP
Any vehicle used or intended to be used as a conveyance upon the public streets or highways, whether or not licensed as such, and shall include self-propelled and non-self-propelled vehicles as designed, constructed, reconstructed or added to by means of accessories in such a manner as to permit the occupancy thereof as a dwelling or sleeping place for one or more persons and having no foundation other than wheels, jacks or blocks.
A. 
It shall be unlawful for any person to reside in or occupy within the Borough of Saddle River at any time any trailer, camp car or boat. In addition, it shall be unlawful for any trailer, camp car or boat to have any utility connections, including but not limited to electric, sewer, telephone or water, within the Borough of Saddle River, except for construction trailers, which may be provided with an approved utility connection for lighting.

B. 
No trailer, camp car or boat having an overall length exceeding 35 feet shall be parked in the Borough of Saddle River at any time.
C. 
After a grace period of one month to permit either temporary visitors from time to time of the record owner or compliance with this chapter, all trailers, camp cars or boats located in the Borough of Saddle River shall be housed inside a garage, barn or accessory building and must be the property of the record owner or owners or a member of their immediate families,[1] provided that thereafter one trailer or camp car and one boat per building lot may continue to be stored by the owner thereof in the open under the following terms and conditions:
(1) 
At no time shall such trailer, camp car or boat be located on the property of the owner so as to infringe upon any required front, side or rear yard as set forth in the limiting schedule of Chapter 210, Zoning.
(2) 
Any such trailer, camp car or boat so stored in the open shall be effectively screened from the view of adjoining property owners and the street by shrubs, trees or other suitable natural screening.

D. 
Temporary storage container use provisions.

(1) 
Location. Temporary storage containers shall be placed only in the driveway. The following provisions shall also apply:
(a) 
No temporary storage container shall be located within 25 feet of a property line.
(b) 
Temporary storage containers shall be set back minimally 75 feet from the road pavement.
(c) 
No more than one temporary storage container may be located on site at any time and said container must be removed within five days. This provision provides time for delivery, loading, pickup and removal only.
(2) 
Size. A temporary storage container shall be not be larger than 150 square feet in area and no higher no higher than 10 feet from grade.
(3) 
Use.
(a) 
The use of any temporary storage container shall be allowed only when approved by the Construction Code Official. These containers shall not be used for any on-site storage of any property or household items.

(b) 
The following items are expressly prohibited from being stored or kept within a temporary storage container:

Hazardous substances, including chemical, flammable or explosive materials;
[2] 
Trash.
(c) 
In addition, temporary storage containers shall not be used for temporary habitation of humans or animals
(4) 
Lighting. There shall be no lighting fixtures attached to a temporary storage container, nor shall any lighting fixture be solely utilized to light a container.
(5) 
Maintenance. Any temporary storage container shall be in good condition, free from evidence of deterioration, weathering, discoloration, rust, ripping, tearing, or other holes or breaks.
(6) 
Fee. The Construction Code Official shall issue a permit for the use of a temporary storage container. The fee shall be $50 per container payable prior to the delivery of the temporary storage container.

E. 
Permits.

(1) 
Upon application by the contractor holding a valid building permit for the structure to be built, the Borough Administrator may issue a permit for the use of a construction trailer at the block and lot of the building permit for a period not exceeding one year from the date issued. A permit sticker or small sign is to be posted in plain sight on the trailer showing the date of expiration. If necessary, an extension of six months may be granted on application of the contractor prior to the expiration date of the original permit. Any further extension must be approved by the Mayor and Council.
(2) 
Upon application by the homeowner holding a valid building permit for the structure, the Borough Administrator may issue a permit for the use of a temporary storage container at the block and lot of the building permit . Any matters which do not fully comply with the provisions stated in this § 199-2, must be approved by the Mayor and Council.
(3) 
Fee; construction trailer. The permit fee for a construction trailer shall be $250. The fee shall be paid to the Construction Official at the time of the issuance of the permit.

A. 
Violation of the provisions of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article III, General Penalty.
B. 
Each day that a trailer, camp car, boat or temporary storage container is parked in the Borough of Saddle River in violation of the terms and provisions of this chapter shall be deemed a separate and distinct violation of such chapter.
