A. Conewago Township, Adams County, Pennsylvania, outlines
the duties and responsibilities of the position of Chief of the Conewago
Township Police Department as follows:
(1) The Chief alone shall be responsible for the formulation
of all policy effecting the performance of duties by patrol officers
of the Conewago Township Police Department.
(2) The Chief shall be solely responsible to assure that
policies he formulates shall be implemented by patrol officers.
(3) The Chief shall, when necessary for the good of Conewago
Township, suspend, with or without pay, any employee under his supervision.
The Chief shall report such actions at the next meeting of the Board
of Supervisors with a summary of the reasons for such action. No employee
shall be hired or discharged without a majority vote of the Board
of Supervisors. All such actions shall conform to all applicable regulations,
including the Pennsylvania Police Tenure Act.

(4) The Chief shall be responsible for the formulation
of an annual line item budget and shall monitor expenditures to assure
that they are within said budget.

(5) The Chief shall serve as the purchasing officer for
the Conewago Township Police Department and shall purchase in accordance
with the provisions of the Township Code. The Chief shall keep an
account of all purchases and shall, from time to time or when directed
by the Board of Supervisors, make a full written report thereof.

(6) The Chief shall report to the Board of Supervisors
through the Health and Safety Committee on a monthly basis and directly
to the Board as may be directed to the Board from time to time.

B. This section is adopted in recognition of functions
and responsibilities already performed by the Chief of the Conewago
Township Police Department and to clarify all such duties and responsibilities
for future reference.
Subordinate to the Chief of Police in the Police
Department, the following classifications of patrolmen are hereby
established: patrolman, special patrolman, and those additional classifications
which the Board of Supervisors may from time to time establish by
resolution. The number of persons to serve in each of such subordinate
classifications, on a full-time and/or part-time basis, and the compensation
of each shall be as determined by the Board of Supervisors by resolution.
