Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.
No person shall park a vehicle upon any of the highways or parts thereof described below except at the angle designated and only within the painted stall lines. On all highways or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

The parking time limits set forth above shall not apply to any on-street parking spaces lawfully designated for handicapped parking.

C. 
No person shall park their vehicle or allow the same to remain parked upon any of the highways or part of highways described below in the hours specified or longer than the time limit indicated below, except that businesses along said streets may apply for business employee permits to allow unrestricted parking for the holders of said permits. Said permits must be in plain view in the interior of the vehicle or affixed to the exterior of the vehicle. Said businesses along such streets can receive one business employee permit per employee up to a maximum of three business employee permits with the ability to apply for additional business employee permits to the Borough Manager who shall grant or deny such application in a written decision. If a person is aggrieved by a decision of the Borough Manager concerning a business employee permit application, that person may appeal such decision directly to Borough Council for consideration at the next regularly scheduled meeting of the Council. Such business employee permits are good for one year and upon expiration, the business may apply for such permit again. Further, a business can apply for a prorated permit for an employee hired within the calendar year. In addition, residential permit holders may park on said streets any time and for any duration.

A. 
The following are hereby established as residential permit parking zones and it shall be unlawful for any person to park any vehicle or tractor or to allow the same to remain parked in any such time zone during the time set forth herein unless they have a residential parking permit or guest placard for such vehicle or tractor. Said permit must be in plain view in the interior of the vehicle or affixed to the exterior of the vehicle. Persons may apply for one residential parking permit per registered vehicle in any household (households shall not include any newly constructed apartment buildings of more than two units) and one guest placard per household to allow unrestricted parking along said highway or part of highway described herein. In order for a person to receive a residential parking permit and guest placard from the Borough, the person must apply for same on forms prescribed by the Borough and upon showing proof of residency along said highway or part of highway showing proof that said residence has a current driver's license for at least one household member. Further, a person can apply for additional guest placards from the Borough Manager for one-time special circumstances. The Borough Manager shall grant or deny such applications in a written decision. If a person is aggrieved by a decision of the Borough Manager concerning permit application or guest placards, that person may appeal such decision directly to Borough. Residential parking permits and guest placards are valid for so long as a person resides in the household from which that person originally applied for said permit/placard. Upon the permit/placard holder vacating said household, said permits/placards automatically expire.
