There is hereby established a Parks and Recreation
Department for the Village of Hastings-on-Hudson.
There is hereby established a Parks and Recreation
Commission for the Village of Hastings-on-Hudson.
The Recreation Commission of the Village of
Hastings-on-Hudson as presently constituted is hereby abolished.
As used herein, the following terms shall have
the meanings indicated:
PARK or PARKS
Includes all dedicated public parks, playgrounds, athletic
fields, recreation centers, open spaces and other areas used for park
and recreation purposes, beautification projects, including all buildings,
structures, equipment and appurtenances, as well as entrances and
approaches thereto, and roads and parking places located in such park
or parks, and such other rights and appurtenances as the Village may
have or utilize for such park purposes, whether the same be under
the care and control of the Village by lease or otherwise, provided
only that the same be used for park and recreation purposes or either
of such purposes.
RECREATION
Refers to leisure activities voluntarily engaged in by residents
of the Village of Hastings-on-Hudson, which are offered under the
auspices of the Parks and Recreation Department.
The provisions of §
209-9A requiring appointment under the Civil Service laws shall not apply to any person employed by the Recreation Commission as of the effective date of this article.
The Department shall operate and maintain all
of the parks and recreation services and facilities assigned to it
from time to time by the Village Board of Trustees. Said operation
and maintenance shall be governed by the policies established by the
Parks and Recreation Commission. The Village Manager, subject to the
approval of the Board of Trustees, may transfer related administrative
functions to the Parks and Recreation Department, or from the Parks
and Recreation Department to other Village departments or offices,
when, in his judgment, such transfer is necessary and proper.
