No person shall, in any street, sidewalk, park,
parkway or other public place, distribute any handbill, pamphlet,
tract, notice or advertising matter without providing not less than
two wire baskets, or similar receptacles, each bearing the legend
"deposit rubbish here," or words to similar effect, so placed that
persons desiring to throw away the material so distributed may conveniently
do so without littering the streets, sidewalk, park, parkway or other
public place in the immediate vicinity of the place where such material
is distributed.
