No person shall make, countenance, encourage or assist in making excessive, improper, unreasonably loud or disturbing noise to the annoyance or inconvenience of others or create unreasonable noise across a residential real property boundary.

As used in this chapter, the following terms shall have the meanings indicated:
DEMOLITION
Any dismantling, intentional destruction or removal of structures, utilities, public or private right-of-way surfaces or similar property.
NOISE
Any sound which annoys or disturbs humans or animals or which causes or tends to cause an adverse psychological or physiological effect on humans or animals.
NOISE DISTURBANCE
Any sound which either endangers or injures the safety or health of humans or animals or annoys or disturbs a reasonable person of normal sensitivity or endangers or damages property; same as "unreasonable noise."
REAL PROPERTY BOUNDARY
An imaginary line along the ground surface, and its vertical extension, which separates the real property owned by another person.
SOUND
An oscillation in pressure, particle displacement, particle velocity or other physical parameter, in a medium with internal forces that causes compression and rarefaction of that medium. The description of sound may include any characteristic of the sound being described.
UNREASONABLE NOISE
Any sound which either endangers or injures the safety or health of humans or animals or annoys or disturbs a reasonable person of normal sensitivity or endangers or damages property; same as "noise disturbance."

No person, homeowner, resident, landscaper or contractor shall use or operate or cause to be used or operated noisemaking equipment on his or her property between the hours of 6:00 p.m. and 8:00 a.m. on weekdays. Noisemaking equipment may be used or operated between the hours of 8:00 a.m. and 6:00 p.m. on weekdays. Noisemaking equipment may only be used between the hours of 9:00 a.m. and 5:00 p.m. on Saturdays. Noisemaking equipment may not be used by residents, landscapers or contractors at any time on Sundays or legal holidays.
A. 
Construction, excavation, alteration or repair or demolition equipment, machines or vehicles, except in the event of an emergency requiring immediate construction or demolition.
B. 
Lawnmowers, tractors, leaf blowers or other outdoor gardening, landscaping, tree or lawn machinery, equipment or vehicles.
C. 
Any other machinery or equipment, or any loudspeaker, sound amplifier or other device or apparatus for the amplification of sound from any radio, phonograph, television, musical instrument, tape or disc player or other sound-making or sound-reproducing device, instrument or machine which unreasonably interferes with the sleep, comfort, health or safety of others or creates unreasonable noise across a residential real property boundary.
D. 
There shall be an absolute prohibition against outside contracting or repair work on homes, whether primary dwelling or accessory structure, on Sundays and legal holidays. Homeowners may only engage in minimal contracting or repair work, but said work shall not involve the use of disruptive tools or machinery or otherwise disturb the quiet use and enjoyment of surrounding property owners.
No person shall use or operate or cause to be used or operated in front or outside of any building, place or premises or in or through any window, doorway or opening of such building, place or premises abutting on or adjacent to a public street or place or parkway any device or apparatus for the amplification of sound from any radio, phonograph, television or other sound-making or sound-reproducing device.

The violation of any provision of this chapter shall be an offense which shall be punishable as provided in § 1-15 of this Code.
