There is hereby created the offices of Purchasing
Agent, Comptroller and Personnel Officer.
The Purchasing Agent shall have charge of arranging
for the purchase of all materials and supplies for public use.
The Comptroller shall supervise and be responsible
for the accounting work involved in posting, recording and verifying
revenues, appropriations, transfers, disbursements and commitments,
and he shall supervise and be responsible for the installation and
maintenance of accounts, and he shall also supervise and be responsible
for the preparation of periodic financial statements.
The Personnel Officer shall act in an advisory
capacity in the consideration and adjustment of personnel and employee
relation problems and he shall act in a representative or liaison
capacity with the Department of Civil Service of the State of New
Jersey in varied personnel matters. The Personnel Officer shall also
have authority to assign and transfer clerical duties as the demand
for additional clerical assistance arises in the several departments
.
This ordinance shall take effect immediately.
