A. Plan review.
(1) A fee of 20% of the amount to be charged for a construction permit
shall be charged for plan review.
B. Roofing or siding.
(1) For all roofing or siding completed on structures of Use Group R-3
or R-4, the fee shall be $100 each.
C. New construction.
(1) The fees for new building construction and additions is $0.047 per
cubic foot of volume for buildings and structures of all use groups
and types of construction as classified and defined in Articles 3
and 4 of the Building Subcode, except that the fee shall be $0.030
per cubic foot of volume for Use Groups A-1, A-2, A-3, A-4, F-1, F-2,
S-1 and S-2, and the fee shall be $0.015 per cubic foot for structures
on farms, including commercial farm buildings under N.J.A.C. 5:23-3.2(d),
used exclusively for the storage of food or grain or the sheltering
of livestock, with maximum fee for such structures on farms not to
exceed $1,602.
D. Renovations, alterations and repairs.
(1) The fees for building renovations, alterations and repairs are as
follows:

(2) For the purpose of determining the estimated cost, an applicant shall
submit to the Construction Official cost data or the same shall be
supplied by a recognized estimating firm or by the contractor. A bona
fide contractor's bid, if available, shall be submitted to the
Construction Official, who shall make the final decision regarding
estimated cost.
E. Mobile structures.
(1) The fee to inspect the installation of a mobile home, office or construction
trailer or similar mobile structure shall be $150.
F. Underground storage tank.
(1) The fees for the installation of underground storage tanks shall
be as follows:

I. Electrical work:
(1) From one to 50 receptacles, lighting fixtures, detectors, devices
(and motors or devices of less than one horsepower or one kilowatt),
in the amount of $55, with each additional 25 items (or fewer) having
a fee of $20.
(2) For motors or electrical equipment of one horsepower and less than
or equal to 10 horsepower or of one kilowatt and less than or equal
to 10 kilowatts, the fee shall be $22.
(3) For each motor or electrical device greater than 10 horsepower and
less than or equal to 50 horsepower, for each service panel, service
entrance or subpanel less than or equal to 200 amperes, and for all
electrical devices greater than 10 kilowatts and less than or equal
to 45 kilowatts, in the amount of $75 each.
(4) For each motor or electrical device greater than 50 horsepower and
less than or equal to 100 horsepower, for each service panel, service
entrance or subpanel greater than 200 amperes and less than or equal
to 1,000 amperes and for all electrical devices greater than 45 kilowatts
and less than or equal to 112.5 kilowatts, in the amount of $139 each.
(5) For each motor or electrical device greater than 100 horsepower,
for each service panel, service entrance or subpanel greater than
1,000 feet amperes, and for each electrical device greater than 112.5
kilowatts, in the amount of $665 each.
(6) For the purpose of computing these fees, all motors except those
in plug-in applications shall be counted (including control equipment,
generators, transformers and all heating, cooling or other devices
consuming or generating electrical energy).
(7) For in-ground swimming pools, hot tubs and spas, the fee shall be $160 for all electrical equipment associated with same, including bonding. There shall be an additional fee charged for any panel boards installed; that fee shall be based on Subsections
I(3),
(4), or
(5) above.
(8) For aboveground swimming pools, including bonding, the fee shall
be $100.
(9) Installation of a low-voltage communication system in any structure
other than Use Groups R-3 or R-4, the fee shall be $45.
(10) The fee for each fire and/or intrusion alarm panel, associated wiring
and components shall be $65.
(11) The fee for an electrical sign, not cord and plug connected, and
outline type of neon lighting shall be $65.
(12) The fee for an annual inspection of public pools and spas, including
private swim clubs and physicians' offices, shall be $75.
(13) Each entrance or subpanel 200 amp or less shall be $90.
(14) Transformers and generators greater than 10 kW and less than or equal
to 45 kW shall be $75 each.
(15) Each entrance or subpanel greater than 200 amp and less than 1,000
amp shall be $139 each.
(16) The fee for each fire and/or intrusion alarm panel, associated wiring
and components shall be $65.
(17) The fee for light standards, wood or metal poles, shall be $25 per
light standard, regardless of the number of fixtures.
(18) Bonding of footing rebar: $20 each.
(19) Solar electric: Residential up to 10kw, $300; over 10kw, $300 for
the first 10kw, plus $15 for each additional 1kw. All other systems
up 50kw, $750; over 50kw, $750 for the first 50 kw, plus $50 for each
additional 10kw.
(20) Minimum electrical permit fee shall be $85.
J. Fire permits.
(1) The fee for sprinkler heads shall be:

(2) The fee for each standpipe shall be $331.
(3) The fee for each independent pre-engineered system shall be $139.
(4) The fee for each commercial kitchen exhaust system shall be $75.
(5) The fee for each incinerator shall be $521.
(6) The fee for each crematorium shall be $521.
(7) The fee to inspect a manufactured fireplace, wood- or coal-burning
stove or a gas- or oil-fired appliance not connected to the plumbing
system shall be $75.
(8) The fee for smoke detectors or other detectors for the detection
of fire or shall be:

(9) Minimum fire permit fee shall be $85.
K. Signs.
(1) The fee to construct a sign shall be $6 per square foot for one side
with a minimum of $85.
(2) This fee is in addition to any fees associated with a required electrical
inspection.
L. Swimming pools.
(1) In addition to any fees associated with a required electrical inspection,
fees for construction of swimming pool shall be as follows:
M. Fences.
(1) Only those fences specifically regulated by the building subcode
shall be issued permits, and those fees shall be based on the following:
$35 for every $1,000 of construction value.
N. Towers, antennas and satellite dishes:
(1) The fees to construct an open structural tower shall be $200.
(2) The fee to construct a roof-mounted antenna structure, more than
12 feet above the roof, shall be $100 for each such structure erected.
(3) The fee for satellite dish installations shall be $50 each.
O. Tents or membrane structures:
(1) The fee to erect a tent or membrane structure shall be $130 each,
which will be applied to tents and membrane structures larger than
900 square feet or exceeding 30 feet in any dimension, and containing
platforms and/or special electrical equipment covering an area in
excess of 120 square feet, including all connecting areas or spaces
with a common means of ingress or egress and used or intended to be
used for gathering together 10 or more persons, if not regulated by
the Division of Fire Safety.
P. Demolition.
(1) The fee for a demolition or removal permit shall be $175 per structure
or portion of.
Q. Certificates of occupancy.
(1) The fee for a certificate of occupancy for single family dwellings,
additions and detached garages shall be $60.
(2) The fee for a certificate of occupancy for commercial structures
shall be $168.
(3) The fee for a certificate of continued occupancy shall be $168.
(4) The fee for a temporary certificate of occupancy shall be $50.
(5) The fee for a certificate of occupancy for additions to structures
of Use Group R-5 shall be $60.
(6) The fee for a certificate of occupancy shall be paid at the time
the permit is obtained, and shall be in addition to the construction
permit.
R. Variations:
(1) The fee for an application for a variation in accordance with N.J.A.C.
5:23-1.10 shall be $821 for Class I structures and $168 for Class
II and Class III structures. The fee for resubmission of an application
for a variation shall be $321 for Class I structures and $91 for Class
II and Class III structures.
S. Asbestos abatement project fee:
(1) For each construction permit and certificate of occupancy issued
for an asbestos hazard abatement, the fee shall be as provided by
N.J.A.C. 5:23-8.9, $196.
T. Exemptions:
(1) Work to be performed on premises owned by or leased to nonprofit
fire companies and first aid and rescue squads located in and supported
by the Township are exempt from all fees.
(2) Waiver of construction permit fees.
(a)
No person shall be charged a construction permit surcharge fee
or enforcing agency fee for any construction, reconstruction, alteration
or improvement designed and undertaken solely to promote accessibility
by disabled persons to an existing private structure or any of the
facilities contained therein.
(b)
A disabled person, or a parent or sibling of a disabled person,
shall not be charged for a permit for any reasonable and necessary
construction, reconstruction, alteration or improvement which promotes
accessibility to his or her own living unit.
(c)
"Disabled person" means a person who has the total and permanent
inability to engage in any substantial gainful activity by reason
of any medically determinable physical or mental impairment, including
blindness, and shall include, but not be limited to, any resident
of this state who is disabled pursuant to the federal Social Security
Act (42 U.S.C. § 416), or the federal Railroad Retirement
Act of 1974 (45 U.S.C. § 231 et seq.), or is rated as having
a 60% disability or higher pursuant to any federal law administered
by the United States Veterans Act. For purposes of this subsection,
"blindness" means central visual acuity of 20/200 or less in the better
eye with the use of correcting lens. An eye which is accompanied by
a limitation in the fields of vision such that the widest diameter
of the visual field subtends an angle no greater than 20° shall
be considered as having a central visual acuity of 20/200 or less.
U. Calculating fees.
(1) All fees shall be rounded to the next highest dollar amount.
(2) For determining the estimated cost, an applicant shall include cost
data by a recognized estimating firm, contractor or bona fide contractor's
bid. The construction official shall make the final decision regarding
estimated cost.
V. Minimum permit fee.
(1) Notwithstanding any provision above, there shall be a minimum subcode
permit fee of $85 for any permit issued under this section.
W. Mechanical inspections. The fee for mechanical inspections in a structure
of Use Group R-3 or R-5 by a mechanical inspector shall be $85 for
the first device and $28 for each additional device. No separate fee
shall be charged for gas, fuel oil or water piping connection associated
with the mechanical equipment inspected.
Fees and administrative surcharge to be charged
when there is private on-site plan review and/or inspection:
A. The fees to be charged when there is private on-site plan review and/or inspection shall be those set forth in N.J.A.C. 5:23-4.20 except for those items set forth in §
71-2 Fees, above which are not contained in N.J.A.C. 5:23-4.20, in which case the fees shall be as set forth in §
71-2, Fees, above. In addition to the fees, there shall also be collected a fifteen-percent administrative fee to be based on the total of the fees to be collected.

In order to provide for the training, certification and technical
support programs required by the Uniform Construction Code Act and
the regulations, the enforcing agency shall collect, in addition to
the fees specified above, the surcharge fee established and imposed
pursuant to N.J.A.C. 5:4-19, which fee shall be remitted to the Bureau
of Regulatory Affairs, Department of Community Affairs. This fee shall
not be imposed in conjunction with demolition or tank removal work.
On or before February 10 of each year, the Construction
Official shall, with the advice of the subcode officials, and in consultation
with the municipal finance officer, prepare and submit to the Township
Committee annually a report recommending what changes, if any, should
be made to the fee schedule based on the operating expense of the
agency and any other expenses of the municipality fairly attributable
to the enforcement of the State Uniform Construction Code Act.
