The Public Health Council under its power granted to it under N.J.S.A. 26:1A-7 has promulgated certain rules and regulations which were published in Executive Order 66 (1978) as Chapter 22, entitled "Campgrounds," which establishes standards for the design, operation, maintenance of campgrounds (hereinafter referred to as "Chapter 22") are hereby acknowledged as controlling unless higher standards are prescribed herein by the Mayor and Township Council.

N.J.A.C. 8:22-3.6 entitled "Campsite Occupancy," is amended to provide that each campsite shall accommodate one camping unit occupied by persons within the same party, but in no case shall the total number of overnight occupants exceed a maximum of 10 persons per campsite.

N.J.A.C. 8:22-3.6(b) is amended to provide that no campground or campsite shall be used as a year-round residence.

N.J.A.C. 8:22-4.2(d) and (e) entitled "Potable Water Supply and Distribution" is amended to provide that no hand pumps shall be allowed on any campground.

N.J.A.C. 8:22-4.2(f), entitled "Potable Water Supply and Distribution" is amended to provide that there will be no direct connection of any potable water supply to any individual camping units without the existence of central sewage disposal system.

N.J.A.C. 8:22-6.8, entitled "Existing Privies and Pit-Toilets" is amended to provide as follows:
A. 
No pit toilets shall be allowed.
B. 
Compost toilets shall be allowed only after review and approval by the Health Officer.
C. 
No waste from compost toilets shall be stockpiled or stored or composted on site. Such waste must be collected by a hauler licensed by New Jersey Department of Environmental Protection ("NJDEP") and transported to an NJDEP approved facility for processing.
D. 
Compost toilet areas must be maintained and measures implemented to ensure they are free from infestation of insects and vermin.

N.J.A.C. 8:22-6.5 entitled "Individual Sewer Connections for Recreational Vehicles" is amended to provide that any individual sewer connection shall be permitted only where there is a central sewage disposal system. All connections shall comply with the provisions of the New Jersey Uniform Construction Code and applicable subcodes (N.J.A.C. 5:23).

N.J.A.C. 8:22-6.6 entitled "Holding Tank Emptying Station for Recreational Vehicles" is amended to provide that each station shall be conveniently located, but shall not be less than 100 feet from any campsite or property line and shall have an appropriate windbreak against prevailing winds to reduce the migration of odors. Such windbreak shall be subject to the approval of the Vernon Township Health Officer.

N.J.A.C. 8:22-7.1 entitled "Storage, Collection and Disposal of Solid Waste" is amended to provide that this section shall also include the storage, collection and disposal of recyclable materials.

N.J.A.C. 8:22-7.1 entitled "Storage, Collection and Disposal of Solid Waste" is amended to provide that the waste be collected by an NJDEP licensed hauler and transporter to the Sussex County Municipal Utility Authority Sanitary Land Fill, an NJDEP approved facility, in accordance with N.J.A.C. 7:26-6.5. Recyclable materials shall be transported to an NJDEP approved recycling facility and be in compliance with Chapter 452, Recycling, and the Sussex County District Solid Waste Management Plan.

N.J.A.C. 8:22-10.6 entitled "Swimming Pools, Hot Tubs and Bathing Beaches" is amended to provide that all swimming beaches shall comply with the recreational bathing code (N.J.A.C. 8:26-1, et seq.).
The owner of each campground shall pay an annual fee as set forth in Chapter 250, Fees and Escrows, Article II; provided, however, if the campground is organized as a condominium association, the annual fee shall be paid by the condominium association and shall be calculated on the number of campsites in the condominium association.

All new campgrounds approved or constructed which are subject to this chapter must comply with this chapter. All existing campgrounds subject to this chapter shall provide to the Vernon Township Health Officer a schedule for achieving compliance with this chapter no later than September 1, 1994, and the campground shall achieve total compliance no later than April 1, 1995.
A. 
Any person, firm, corporation or other entity violating any provision of, or any order issued under, this chapter, upon conviction thereof, shall be subject to the penalties set forth in Chapter 1, Article II, § 1-19, Violations and penalties.[1]

B. 
Each day a particular violation continues shall constitute a separate offense.
