Parks and recreation areas — See Ch. 137.
The Board hereby creates the Union Township Recreational Board (the Recreational Board) which shall consist of five persons (the members) who shall be appointed by the Board.
A. 
The Recreational Board shall be granted the authority to recommend to the Board a program or programs to supervise, regulate, equip and maintain the Township funded recreational programs and facilities and exercise powers and functions concerning parks and recreation facilities as may be delegated to the Recreational Board by the Board.
B. 
The Board shall specifically delegate to the Recreational Board all powers associated with the scheduling of organizations to utilize the parks and recreational facilities. This power shall include which organizations may utilize the parks and recreational facilities.
C. 
The Recreational Board is also authorized to make purchases for the Township of supplies, equipment, parts for equipment and any other items necessary for the maintenance of the Township's parks and recreation facilities and equipment (purchases). Purchases made by the Recreational Board shall not exceed $300. In the event purchases exceed $300, the Recreational Board must obtain the prior approval of the Board.
D. 
The Recreational Board is also authorized to pursue grants, gifts, funding and donations necessary for the maintenance and equipping of the Township’s parks and recreational facilities, subject to approval by the Board.

The term of office of a member shall be for five years or until his or her successors are appointed, except that the members first appointed shall be appointed so that the terms of not more than two members expire annually.
A. 
The members shall serve without pay but may be reimbursed by the Board for all expenses incurred in performing their duties. Such expenses shall be approved in advance by the Board.
B. 
All members shall serve their full terms unless they voluntarily resign or are removed by the Board for dereliction or neglect of duty. Vacancies occurring other than by expiration of the member's term shall be filled for the unexpired term and in the same manner as original appointments.
A. 
The members shall elect a Chair and Secretary and elect all other necessary officers to serve for a period of one year.
B. 
The Recreational Board may adopt rules and regulations for the conduct of its business.
The Recreational Board shall submit an annual report to the Board concerning the adequacy and effectiveness of community recreational areas, facilities and leadership. Such annual report for the preceding year shall be submitted to the Board on or before March 31 of each year.
