In order to increase continuity of management and supervision over the
operation of the Teen Center, this chapter creates a Teen Center Board to
assume all the powers and duties enumerated below, to be appointed
by the Town Manager.
A Teen Center Board in accordance with the General Statutes of the State
of Connecticut and the Charter of the Town of Tolland, to be known as the
"Tolland Teen Center Board," herein called "Board," shall be established as
provided herein.
The Board shall consist of five members appointed by the Town Manager,
for terms of two years and one year, so arranged that the term of three members
shall expire every other year and two shall expire every year.
Said Board shall promulgate rules and regulations for the use of the
Tolland Teen Center for special events. Said Board shall work with the Teen
Center Coordinator in the preparation of the annual Teen Center budget and
the establishment of annual membership dues and other applicable fee schedules,
if any. Said Board will develop and approve appropriate programs and activities.
Said Board shall appoint up to five members who are students and who shall
be of middle school and high school age. Meetings of the Teen Center Board
shall be open to the public, and it shall comply with the provisions of the
Freedom of Information Act.
