As used in this article, the following terms shall have the meanings indicated:
ASHES
The residue from the burning of wood, coal or other combustible materials.
GARBAGE
Waste foodstuffs or table wastes of animal or vegetable origin.
HEAVY TRASH
Major appliances, furniture, furnishings, auto parts and other waste not conforming to the size limitations set forth in § 188-2 of this article.
NORMAL HOUSEHOLD WASTE
Any ashes, garbage, refuse, rubbish and trash within the size limitations prescribed in § 188-2 of this article.
RECYCLABLES
Newspapers, cardboard, aluminum, food and beverage containers, plastic containers (No. 1 or No. 2), and glass.
REFUSE
Garden, lawn or tree trimmings and leaves.
RUBBISH
The waste material from normal household living conditions, but not including waste materials from building construction or repairs. "Rubbish" includes such items as paper, rags, bottles, tin cans, plastic containers and similar materials.
TRASH
Worn-out, broken-up or worthless things.
WASTE
All of the above.
A. 
Times of collection.
(1) 
Normal household waste will be collected at least one time each week at times specified by the trash hauler.
(2) 
Recyclables will be collected on the same day that normal household trash is collected.
(3) 
Collections may be missed on all legal holidays. If a collection is missed because of a legal holiday, the collection will be made either the day preceding or the day after the holiday as scheduled by the Town office.
B. 
Regulations.
(1) 
Waste materials shall be placed in watertight, durable containers.
(2) 
No container or receptacle or any other item of waste shall exceed 50 pounds in weight, and it shall not exceed 32 gallons at each pickup.
(3) 
Garbage and trash can be mixed. Garbage should be drained and wrapped in paper and plastic bags. All wet garbage must be wrapped and placed in plastic bags.
(4) 
Newspapers, magazines and cardboard must be tied into bundles or placed in paper bags not to exceed 50 pounds in weight. Packing boxes, large cartons and similar materials must be reduced in size and tied in bundles not to exceed four feet in length and two feet in width. These items need to be placed with all other recyclables for collection.
(5) 
All waste must be placed at curb and/or outside fences, where it will be accessible for the collection trucks.
(6) 
Sharp objects such as hypodermic needles, wire, broken glass, etc., must be wrapped so as not to injure garbage personnel.
(7) 
Only waste generated by Town residents will be collected; residents shall not bring in waste from other areas.
(8) 
All garbage bags must be tied securely, all cans must have tight-fitting lids. Garbage strewn on the ground will not be picked up.
(9) 
Properties with more than two equivalent dwelling units, as that term is defined in § 241-10D of the Code of the Town of Manchester, are not considered normal household waste and therefore require one dumpster to be paid for by the property owner.[1]

A. 
Town pickup of brush will be scheduled a minimum of twice each year.
B. 
Shrubbery cuttings and tree trimmings cannot exceed four inches in diameter.
C. 
Yard waste will not be collected during the weekly trash pickup.
D. 
Shrubbery cuttings and tree trimmings shall not exceed eight feet in length.

All shrubbery cuttings and tree trimming piles shall not exceed the following dimensions: four feet in height, four feet in width and eight feet in length.

Any brush that is tangled and entwined will not be picked up due to mechanical damage to equipment.

All shrubbery cuttings and tree trimmings shall be placed at curbs, outside fences and in a neat and orderly manner, or brush will not be picked up.

All brush must be out for pickup prior to 7:00 a.m. on the day scheduled for the pickup.

Each property located in the Town of Manchester shall be entitled to only one brush pile per pickup (dimensions described in Subsection E) per property.

A. 
Times of collections.
(1) 
Town pickups for heavy trash collection will be scheduled three times annually. Requests for pickup should be made to the hauler in advance of the pickup date.
(2) 
All heavy trash for collection must be placed as prescribed in Subsection B hereof on the scheduled pickup day.
(3) 
No tires or tire rims will be collected.
B. 
Heavy trash regulations.
(1) 
All heavy trash must be placed at curbs and outside of fences. Heavy trash will not be picked up from yards or driveways.
(2) 
Doors of all refrigerators, washers, dryers and stoves must be removed prior to collection.
A. 
No person shall place any waste in any street, alley or other public place or upon any private property, whether owned by such person or not, within the Town other than as specified in §§ 188-2 and 188-3 of this article, unless under express approval granted by the Mayor and Council of the Town.
B. 
Any unauthorized accumulation of waste on any premises is hereby declared to be a nuisance and is prohibited.
C. 
No person shall cast, place, sweep or deposit anywhere within the Town limits any waste in such manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer or other public place or into any occupied premises within the Town.

Any person who violates any provision of this article shall be guilty of an infraction and, upon conviction thereof, shall be subject to a fine of $50 for the initial offense and $100 for each additional violation.
