GENERAL REFERENCES
Parks and recreation areas — See Ch. 112.
There shall be a Parks and Recreation Board composed of seven members, who shall be residents and legal voters of the Town and who shall be appointed by a majority vote of the Town Council to serve as an advisory commission to the Town Council on matters relating to parks and recreation. All Board members shall serve without compensation.
Terms shall be as follows: six members shall have alternate terms of four years and one member shall have a term of two years. Biennially thereafter, the Town Council shall appoint four members, three members to four-year terms and one member to a two-year term, to succeed the members whose terms expire. In the event of a vacancy, the Council shall appoint, by majority vote, a successor to fill the unexpired portion of the vacant term.
A. 
The Board shall annually appoint one of its members to be Chairman, who shall preside at all meetings of the Board. He/she will have the responsibility of meeting with other Town boards in matters pertaining to parks and recreation. A Vice Chairperson shall be appointed by the Board, whose duty shall become that of Acting Chairman in the event of the Chairman's absence.
B. 
The Board shall establish its own rules and procedures for the conduct of its meetings. A copy of said rules and procedures shall be filed with the Town Clerk. The Board shall hold regular meetings to conduct business and special meetings when necessary. A record of all business transacted at the meetings will be kept and filed with the Town Clerk's office. A majority of Board members shall constitute a quorum at all meetings. No business may be transacted at any meeting without the approval of a majority of the Board.
C. 
The Board shall be responsible to the Council on matters relating to parks and recreation and, as such, shall:
(1) 
Using appropriate techniques, identify community recreation needs.
(2) 
Review the physical facilities as they relate to recreation and parks and programs of the Town of Tolland.
(3) 
Develop proposals as to the improvement of the facilities and programs as they relate to parks and recreation.
(4) 
Advise the Town Manager on new projects, coordinating existing services and strengthening park and recreation programs.
(5) 
Interact as necessary with other Town boards, commissions and responsible community organizations concerned with issues related to parks and recreation.
(6) 
Be available for consultation with the Town Council on parks and recreation related matters and make appropriate recommendations.
(7) 
Recommend the adoption of rules, regulations and ordinances relative to the use and improvement of parks and recreation properties.
(8) 
Make an annual report to the Town Council in November on the Board's actions, or when requested.
(9) 
Perform other services related to parks and recreation as assigned to it by the Town Council.
