A. 
Pursuant to the authority granted by Section 7-246 of the Connecticut General Statutes, as amended, there is hereby created a Water Pollution Control Authority for the Town of Tolland, which shall be vested with all of the powers, duties and authority of sewer authorities as provided in the Connecticut Statutes, any special acts relating thereto and the Town of Tolland.
B. 
The Authority shall have such powers, shall perform such functions and shall be subject to such limitations as prescribed in Chapter 103 (Section 7-245 et seq.) of the General Statutes, as amended from time to time.
The Water Pollution Control Authority shall be comprised of five members and two alternates who shall be appointed by the Town Council.
Members of the Authority shall be appointed to serve for a term of three years, except that initially the members shall serve terms as follows: one member for one year; two members for two years; and two members for three years, commencing August 1, 2003. Annually, thereafter, members shall be appointed to terms of three years. Alternates will serve two-year terms. Vacancies shall be filled for the unexpired term in the same manner as the original appointment.
All members of the authority shall serve without compensation.
The Town Council shall have the power to remove for cause by affirmative vote of a majority of its members any person appointed to the Water Pollution Control Authority. A member shall be removed from office for incompetency, neglect of duty, misconduct or other grounds contained in the Tolland Charter.
Promptly upon its appointment, the Water Pollution Control Authority shall meet at the call of its Chairperson and shall elect from its number a Vice-Chairperson and Secretary. Within 30 days from October 1 of each year, the Water Pollution Control Authority shall elect from its number a Chairperson, Vice-Chairperson and Secretary. The Authority shall fix the time and place of its regular meetings and provide a method for calling special meetings. It shall determine its own rules of procedure. The presence of three members shall constitute a quorum but no resolution or vote, except a vote to adjourn or to fix the time and place of its next meeting, shall be adopted by fewer than three affirmative votes.
A. 
The Town Manager's office shall supply the Water Pollution Control Authority with such clerical, appraisal and engineering assistance and with such equipment as it shall reasonably require, and the Town Manager shall authorize such travel expenses for members of the Authority as he may consider necessary for the proper performance of their duties.
The Authority shall turn over all funds that it may receive regardless of the source, to the Town, which funds shall be deposited into the general fund, unless prohibited by state or federal laws and/or guidelines.
On or before the 15th day of October in each year, the Authority shall make report to the Town Council of its activities.
