Services installed in conjunction with new main extensions shall be paid for in full by the customer, during the life of the main extension contract. When an applicant applies for service except in conjunction with new main extensions, the Department or its agent will furnish, install, own and maintain such new service connections.
Unless the water piping is owned by the Department with suitable easement rights by previous negotiation, maintenance of water piping installed within a private development and supplied from one service connection to the Department's main shall be the responsibility of the private development. Repairs may be made and billed for by the Department by prearrangement with the owners.
Whenever application is made for a service connection to supply a single property not abutting upon a distribution main, the owner of the property shall pay a connection charge computed on the same basis as connection charges to Class I distribution mains.
A. 
In case a water main is later installed in the street or land on which the property is located, the main pipe assessment against the frontage covered by said connection charge shall be considered paid in full.
B. 
If such service connections are to supply more than one property or are later extended to supply more than one property, the owner of the pipe shall file a surety bond in the sum of $1,000 to insure payment of bills and to guarantee the maintenance of the connecting pipes. Only one meter will be provided on this type of connection.
If the property to be served is adjacent to the end of a main, the Tolland Water Department, after receiving payment for the frontage charges, may either extend the public main as a Class I main or tap the existing main and extend a one-inch service to the point where the service is desired, provided that the distance does not exceed 35 feet. If the distance is more than 35 feet, the owner shall pay for the additional pipe at actual cost, plus 20%, payable in advance. The total length of such one-inch pipe shall not exceed 100 feet.
A. 
In a new subdivision or where a developer must install a new water main, the developer will install all water facilities, including horn connections, at his/her expense in accordance with the specifications of the Water Department. A charge of $40 will be made for each service connection at the time of permit applications to cover the cost of engineering, inspection and administration.
B. 
New subdivisions and existing subdivisions within 200 feet of a public water main shall tie into this main either by extension or other means approved by the Town of Tolland Water Department.
A. 
Where a developer has extended a main along the frontage of others, the entire cost shall be borne by the developer. The developer shall be reimbursed for any tie-ins to the main by abutters a proportionate share of costs based upon the minimum-sized main of eight inches. The reimbursement will be permitted up to 10 years after the date of installation.
B. 
Payments after this period shall be made to the Town of Tolland Water Fund.
