There shall be installed and maintained in this municipality an appropriate and modern payroll account system, upon forms and according to procedures approved by the governing body of this municipality.
A. 
The Department of Financial Services shall present monthly to the governing body, for approval, warrants drawn to the order of the Township of Toms River Payroll Account, as follows:

(1) 
In advance for all employees whose salaries are on an annual or weekly basis, when such salaries are due and payable prior to the next regular meeting of the governing body.
(2) 
In advance for all employees whose compensation is on an hourly basis, when the compensation has been approved by some responsible designated official and the Chairman of the appropriate committee and has been certified to the Department of Financial Services.
B. 
At the first meeting of the governing body following the effective date of this chapter for the year 1960, and subsequently at the first meeting of the governing body in January of each year, there shall be approved an account, to be designated the "Township of Toms River Payroll Account," and from time to time the Department of Financial Services, upon receipt of a warrant for the amount due such payroll account, shall deposit the same to the credit of the payroll account, charging the appropriate budgetary accounts therewith.

C. 
The Department of Financial Services shall thereafter draw checks on said payroll account to the employees entitled to payment therefrom.

D. 
At each regular meeting of the governing body, the Department of Financial Services shall submit for approval or ratification, as the case may be, the necessary payrolls for the amount due the several officers and employees for compensation. The payroll shall be considered by the governing body in due course and approved if found to be correct.

E. 
In case of error or adjustment in the payroll, the Department of Financial Services shall, and it shall its his duty to, see that such error or adjustment is properly corrected and appropriate record made thereof.

F. 
Such officers as may be designated by the governing body are hereby authorized to sign warrants drawn in favor of the payroll account, upon due notice that the appropriate payrolls have been approved by the proper committee and by the proper certifying authorities.
Each payroll shall have attached thereto and made a part thereof a certification, by the head of the respective departments in which there are employees covered by the payroll, to the effect that the attached payroll is correct and true to the best of his knowledge and belief, and that the same is based either on personal knowledge of the person making such certification or on the certification made thereon by duly authorized and responsible officials of the municipality, and that the said payroll is certified for payment in due course and in the same manner that other claims are made. The certification provided for in this section shall be substantially complied with but need not be complied with precisely and word for word as written herein, provided that the sense and meaning as expressed by this section shall be complied with. The said certification may be under oath if either the governing body of the municipality or its Auditor so directs.

After the appropriate Township officer or officers have prepared the necessary payroll checks, said checks shall be signed by the Mayor and thereafter signed by the Municipal Clerk and Comptroller.
