No business, industry, residence or other establishment located outside the limits of the city in whole or in part shall be allowed to hook up to the city wastewater collection system or use or make use of the city wastewater collection system unless approved by the City Council and unless the following charges are paid.
A. 
Sewer hookup charges.
(1) 
Commercial, industrial, mercantile, professional and institutional buildings:
(a) 
Sewer hookup charges for commercial, industrial, mercantile, professional and institutional buildings shall be as set from time to time by the City Council.[1]

(b) 
Upon installation of additional plumbing fixtures in an existing commercial, industrial, mercantile, professional or institutional building, the owner thereof shall pay an additional charge as set from time to time by the City Council.[2]

(2) 
Residences.
(a) 
For a one-family and two-family dwelling and all other multiple dwellings, including but not limited to apartment buildings and condominiums, a fee as set from time to time by the City Council.[3] Each apartment contained with a multiple dwelling building shall be considered a dwelling unit.

(b) 
For the purpose of this Part 2, a "residence" shall be defined as a building with one or more rooms providing either living, cooking and/or sleeping quarters with sanitary facilities.
B. 
Sewer use charges. Sewer use charges shall be paid annually and set from time to time by the City Council.[4] Said charges shall be payable in advance at the commencement of each calendar year.
