The sketch plan shall show the proposed layout of streets, lots and other features sketched roughly on a print of a survey of the property with contour lines at intervals of not more than 10 feet, and may be obtained from field survey, United States Geological Survey (USGS) map or similar source.
In the case of a minor subdivision only, the subdivision plat application shall include the following information:
A. 
A copy of such covenants or deed restrictions as are intended to cover all or part of the tract.
B. 
An actual field survey of the boundary lines of the tract, giving complete descriptive data by bearings and distances, made and certified to by a licensed land surveyor. The corners of the tract shall also be located on the ground and marked by monuments as approved by the City Engineer, and shall be referenced and shown on the plat.
C. 
Contours of existing and proposed surfaces with intervals of two feet or less. Where the terrain is unusually flat or unusually steep the Board may require a smaller contour interval or permit a greater contour interval. The existing topography shall be drawn from an actual survey certified by a licensed land surveyor. Contours for existing surfaces shall be extended to cover an area 200 feet beyond the boundaries of the parcel to be subdivided. Said topographic survey shall contain details concerning cutting and filling as necessary to accomplish plans of development. The Board at its discretion may require the subdivider to submit eight-inch-by-ten-inch photographs adequately depicting the topography.
D. 
All on-site sanitation and water supply facilities designed to meet the minimum specification of the State Departments of Health and Environmental Conservation and a note to this effect shall be stated on the plat and signed by a licensed engineer.
E. 
Storm drainage plan.
F. 
Proposed subdivision name, name of the municipality and county in which it is located.
G. 
The date, North point, map scale, name and address of record owner and subdivider.
H. 
The section, block and lot number and the zoning district.
I. 
Plats to be filed with the County Clerk shall be printed upon linen or be clearly drawn in India ink upon tracing cloth. The size of the sheet shall be 36 inches by 48 inches. If not to be filed with the County Clerk, the original cloth plat must be filed with the City Clerk after it is signed by the Chairperson of the Planning Board.
J. 
The section, block and lot numbers and names of all owners of record of all parcels of property located within a radius of 300 feet measured from all points of the subject property lines.

K. 
A letter of water availability to serve the subdivision, obtained from the Director of Public Works.
The following shall be submitted for preliminary approval.
A. 
Preliminary plat. A preliminary plat, prepared at a scale of not less than 50 feet to the inch showing:
(1) 
Proposed subdivision name, date, North point, scale name and address of record owner, subdivider and engineer or surveyor, including license number and seal.
(2) 
The section, block and lot numbers and names of all owners of record of property within 300 feet.

(3) 
Zoning district, including boundary lines of zoning districts if more than one zoning district, location of City or special district boundaries in or within 300 feet of the proposed subdivision, Nassau County Land Map section and block numbers.
(4) 
Location of existing property lines, streets, including mapped streets not dedicated within 200 feet of the subdivision, easements, buildings, watercourses, marshes, wooded areas, single trees with a diameter of eight inches or more measured three feet above the base of the trunk, and other significant existing features.
(5) 
Location of existing and proposed sewers, water mains, culverts and drains on the property with pipe sizes, grades and direction of flow.
(6) 
Contours of existing and proposed surfaces with intervals of two feet or less. (7) 
All proposed streets with approximate grades, including direction of flow and rate of grade where minimum grades are used, lots, easements and public or community areas with approximate dimensions.
(8) 
Storm drainage plan.
(9) 
Cross sections of proposed streets showing width of roadway, location and width of sidewalk and location and size of utility lines.
(10) 
In applicable cases, an outdoor lighting system of the ornamental type and layout which will afford the best solution to outdoor street illumination.
(11) 
A fire alarm box system and layout which will afford the best solution to any fire alarm notice problems.
B. 
Map of entire tract. If the application covers only a part of the subdivider's entire holding, a map of the entire tract, drawn at a scale of not less than 400 feet to the inch, showing an outline of the platted area with its proposed streets and an indication of the probable future street system with its grades and drainage in the remaining portion of the tract and the probable future drainage layout of the entire tract.
C. 
Covenants; restrictions. A copy of such covenants or deed restrictions as are intended to cover all or any part of the tract.
D. 
A letter of water availability to serve the subdivision, obtained from the Director of Public Works.
E. 
A stormwater pollution prevention plan (SWPPP) consistent with the requirements of Chapter 237 of this Code shall be required for preliminary subdivision plat approval. The SWPPP shall meet the performance and design criteria and standards in Chapter 237, Article IV. The approved preliminary subdivision plat shall be consistent with the provisions of Chapter 237.

The following documents shall be submitted for final plat approval.
A. 
Plat. The plat shall be drawn in ink on tracing cloth, in sheets not exceeding 36 inches by 48 inches and at a scale of not less than 100 feet to the inch and oriented with the North point at the top of the map. When more than one sheet is required, an additional index sheet of the same size shall be filed, showing to scale the entire subdivision with lot and block numbers clearly legible. The plat shall show:
(1) 
Subdivision name, date, scale and North point.
(2) 
Certification of title showing ownership.
(3) 
Names of owners of property within 300 feet.

(4) 
Certification by a licensed surveyor as to the accuracy of the survey and plat.
(5) 
A separate topographic survey of the platted land, showing final proposed contours with intervals of two feet or less. Said topographic survey shall contain details concerning additional improvements as may be required by the Board pursuant to § 245-10A(3).
(6) 
Primary control points wherever possible, including monuments included in the state system of plane coordinates on reference points previously established by public authority, or descriptions and ties to such control points, to which all dimensions, angles, bearings and similar data on the plat shall be referred.
(7) 
Boundaries of the property, building or setback lines if different from those required in Chapter 280, Zoning; lines of streets; lots; reservations; easements and areas to be dedicated to public use; large trees; groves and other natural features to be preserved; lengths and deflection angles of all straight lines; radii; lengths; central angles; long chords and tangent distances of all curves. All lengths shall be in feet and decimals of a foot, and all angles shall be given to the nearest 10 seconds or closer if deemed necessary by the land surveyor. The error of closure shall not exceed 1 to 10,000.
(8) 
The area of all lots in square feet.
(9) 
The location of all permanent monuments.
(10) 
Proposed street names as approved by the United States Post Office.
(11) 
Designation and purpose of all areas to be dedicated or reserved for public use and of any streets which are not to be dedicated.
(12) 
Location, width and purpose of all easements.
B. 
Deeds of cession; agreements; covenants. Deeds of cession of streets, rights-of-way, easements and any sites for public use and copies of agreements, covenants or other documents showing the manner in which areas to be reserved for the common use of the residents of the subdivision are to be maintained, all certified as to their legal sufficiency by the City Attorney.
C. 
Construction and planting plans and drawings. All construction and planting plans and drawings as required by and in accordance with City specifications.
D. 
Elevations. Simple elevations of proposed residential structures to assure conformance with look-alike provisions of Chapter 280, Zoning.
E. 
A stormwater pollution prevention plan consistent with the requirements of Chapter 237 of this Code and with the terms of preliminary plan approval shall be required for final subdivision plat approval. The SWPPP shall meet the performance and design criteria and standards in Chapter 237, Article IV. The approved final subdivision plat shall be consistent with the provisions of Chapter 237.

Record drawings may consist of a set of construction drawings properly endorsed by the subdivider's engineer as required in § 245-10D. Where the detailed design of improvements has been modified in accordance with § 245-10C, such changes shall be incorporated in the record drawings.

A. 
The Planning Board is empowered to adopt rules and regulations to facilitate and effectuate the intent of this chapter. Said rules and regulations shall be consistent with the specific requirements of this chapter. Once adopted, the rules and regulations shall be filed with the City Clerk within 30 days thereof.
B. 
The Planning Board shall, within 45 days of the enactment of this ordinance,[1] publish application forms and checklists which shall indicate the documents and other items which applicants are required to submit for each type of subdivision application. Said application forms and checklists shall be provided to applicants by the Board Secretary.
