No person shall hold a parade or procession on the highways of the Town
of Cicero without a permit, except for a funeral procession.
Every person desiring to make an application for a permit to hold a
parade or procession in the streets of the Town of Cicero shall file a written
application for a parade permit in the office of the Town Clerk at least 30
days prior to the date on which the parade or procession is to be held. Each
application shall contain:
A. The name and address of the individual, group or organization
seeking the permit.
B. The object, time and route of such procession or parade.
C. The portion of each street or highway which will be needed
to accommodate the procession or parade.
D. The proposed provision of special police protection for
protection of persons and property and maintenance of the public peace and
order.
E. Any alternate date or dates on which the parade or procession
will be held in the event that rain or other inclement weather prevents the
holding of such parade or procession on the requested date.
F. The proposed detours to be provided for vehicular traffic
as required by § 1660, Subdivision (a)6, of the Vehicle and Traffic
Law.
The Town Board shall entertain applications for parade permits and shall
grant or reject such applications for such permits by resolution of the Town
Board.
With the exception of funeral and military patriotic processions or
parades as provided by § 14 of the General Business Law, no permit
shall be granted authorizing any procession or parade to be held on a Sunday.
However, permits may be granted for parades or processions to be held after
2:00 p.m. of that day.
Any person who shall hold or participate in any parade or procession
in violation of this chapter shall be guilty of an offense punishable by a
fine of not less than $50 or imprisonment for not less than 15 days, or by
both such fine and imprisonment.
